Role: Financial Analyst/Manager( Peoplesoft FSCM)
Location: New York, NY (1 Day WFH only per week a possibility & might be allowed)

Responsibilities
- Lead and guide a team of Project Managers and Business Analysts to ensure consistent, high-quality project management discipline for all technology related initiatives and endeavors.
- Facilitate regular Program Reviews with the IT Leadership Team and Steering Committee for the IT Project Portfolio to communicate the health and progress of the projects in key areas such as schedule, scope, budget, risks, and issues.
- Manage project delivery teams from Initiation phase to Closure phase to ensure consistent, high-quality project management discipline for all technology related initiatives and endeavors.
- Develop, supervise, and assign resources to manage and control all PMO projects within the assigned program portfolio related to the selection, acquisition, development, and implementation of major information systems.
- Track both Program-wide and individual project costs associated with internal IT labor, hardware, software, and ongoing maintenance to define the actual cost for projects.
- Ensure all PMO managed projects within the assigned program portfolio adhere to the MTA IT Project Development Lifecycle framework.
- Build Project Management expertise and competitors to meet evolving demands within the IT department.
- Assist the Director of PMO with defining the IT Project Portfolio by aligning with programs to support the direction of the MTA and provide optimal value to the enterprise.
- Work with IT Governance to estimate timeliness and resources needed to achieve the program/project goals.
- Assist with the development and monitoring of the PMO unit s financial plan and costs.
- Identify project dependencies, issues, and risks and determine mitigation and action plans.
Qualifications
- Certifications in project management and/or agile development (e.g., PMP certificate from credible organization such as Project Management Institute or Certified SCRUM Master) preferred
- Deep familiarity and experience with multiple development methodologies (e.g., Agile, Waterfall, SCRUM) used in technology product and/or solution design, build, and implementation.
- Proven knowledge of IT project management processes and methodologies.
- A minimum of eight (8) years of relevant experience with at least four (4) years of progressive IT managerial of four (4) or more professional staff on a cross-functional team and/or administrative management.
- Proven team leader with effective and excellent communication and leadership skills in building teams.
- Proven leader in implementing project management processes (scope management, risk management, schedule management, budget management, and quality management) in an IT department or division.
- High level of professional integrity and work ethic with a dedication to providing quality service.
- Strong interpersonal skills with the ability to build and maintain strong work relationships with individuals from all levels as well as other Division Leads.
- Demonstrated ability to identify gaps, conflicts, dependencies, and constraints in scope, requirements, delivery, training, and deployment and working with necessary parties for resolution.
- Excellent people management skills; with the ability to select, motivate, and develop personnel; demonstrates ability to manage and coach technical and analytical staff either as direct reports or in a matrix environment.
- Exceptional presentation, facilitation, and written communication skills.
- Excellent in communications and issue escalation/resolution with executive leadership.

Critical Key Requirements
- Minimum of 5 Years experience in Finance & Budget Planning oversight activities
- Demonstrated experience in Budget planning & Oversight activities and managing a full budget plan
- Strong knowledge of Peoplesoft FSCM (Financial Oversight) capabilities & reporting
- Strong knowledge of MTA s financial requisition & procurement processes
- Bachelor s degree in finance, Accounting and or a related field
- Strong analytical and problem-solving skills
- Experience in Peoplesoft Application FSCM -Financial Reporting
