Reed Talent Solutions are supporting a collaboration between the City of London Police, National Crime Agency and the Home Office designed to tackle online crime by blending law enforcement and industry capabilities to stop, block, and disrupt criminal enablers.
As part of this campaign, they are looking to hire a Senior Programme Manager – Delivery on an interim basis for a 6 month contract to support the development and delivery of the Online Crime Centre (OCC).
The rate for this role will be around £750 per day umbrella however they may consider higher for the right candidate. This role will require some on-site presence in London, with flexibility for hybrid working.
Overview
The Online Crime Centre (OCC) is a newly established multi-agency, multi-sector capability launched in March as part of the UK Government’s Home Office Fraud Strategy.
The OCC brings together experts from the Home Office, National Crime Agency and City of London Police to prevent, disrupt and reduce online crime across the UK and internationally, initially focusing on fraud and volume cybercrime.
Following a successful Year 0, focused on proof of concept and business case development, the programme is now entering Year 1. A key milestone is securing formal business case approval and funding to enable delivery over the next two years.
The OCC operates across two core areas: Operations and Programme. This role sits within the Programme team and will play a critical part in shaping, structuring and delivering a growing portfolio of work across key areas including People, Technology, Data, Operating Model, Engagement and Operations.
Key Responsibilities
- Lead delivery of projects within the OCC programme, ensuring alignment to strategic objectives and timelines.
- Provide leadership, oversight and support to three Project Managers from partner agencies.
- Shape and define projects, workstreams and delivery plans within an evolving programme environment.
- Establish and maintain effective governance, reporting and delivery frameworks.
- Manage risks, dependencies and interdependencies across multiple workstreams.
- Work collaboratively with stakeholders across government, law enforcement and partner organisations.
- Support the transition from programme design into active delivery, ensuring successful mobilisation of projects.
- Essential Criteria
- Strong programme and project delivery experience
- Proven experience delivering complex, multi-workstream programmes in a senior project or programme management role.
- Experience working within government, law enforcement or similarly complex, regulated environments.
- Leadership and team management
- Demonstrated ability to lead, mentor and support project managers and delivery teams.
- Strong track record of driving delivery through others within matrix or multi-agency environments.
- Stakeholder management and collaboration
- Excellent stakeholder engagement skills, with experience working across multiple organisations.
- Ability to build strong, trusted relationships in complex and evolving environments.
- Delivery in ambiguous environments
- Comfortable operating in early-stage programmes with evolving scope and priorities.
- Ability to shape delivery approaches while maintaining momentum and focus on outcomes.
- Governance and risk management
- Strong experience establishing governance frameworks, reporting structures and delivery controls.
- Ability to identify, manage and mitigate programme risks and dependencies.
- Desirable Skills & Attributes
- Experience working across multi-agency or public-private partnership programmes.
- Knowledge or exposure to fraud, cybercrime or national security-related initiatives.
- Familiarity with Home Office or cross-government programme delivery environments.
- Strong strategic awareness with the ability to link delivery to broader organisational goals.

Requirements
- Security Clearance: You will need to be able to undergo successful police vetting prior to starting this role.
- Holding active SC clearance and NPPV3 would be advantageous.
- Travel: Occasional UK travel may be required for key meetings and workshops
