- Duration: 6 months (initial term)
- Pay: £850 per day (Inside IR35, PAYE)
- Location: 2 days per week in our Stratford, London office
- In September 2026, the client moves to 50% in office across the month

- Our client is an independent regulatory body in the UK responsible for ensuring the financial markets work well for the consumers and the economy, promoting market integrity and effective competition.
About the programmeThis is a complex, high‑priority programme with multiple interdependent workstreams and is being considered for uplift to a Tier 1 initiative. It requires an experienced Programme Manager to provide senior leadership across a broad, multi‑faceted delivery landscape.
They need a PM with significant experience is needed as the programme is multi-faceted, is critical to improving their ability to detect, understand and disrupt financial crime by combining advanced analytics, high-quality data and strategically prioritised intelligence against the most serious threats.
It also maximises impact by strengthening collaboration with trusted partners and equipping colleagues with the tools, skills and environments needed to generate faster insights and make more effective, intelligence-led decisions.
Responsibilities
- Lead medium to high-complexity programmes and portfolios, providing oversight to smaller projects
- Develop robust investment cases with project leads and subject matter experts
- Build and manage strong stakeholder relationships, escalating where senior support is required
- Provide leadership, coaching, and direction to delivery teams and the wider PM community
- Own programme delivery plans, including critical path, resourcing, and scheduling
- Oversee risk and issue management, ensuring effective mitigation and resolution
- Ensure clear alignment between outputs and intended business benefits, supporting benefit tracking and ownership
- Maintain programme governance, ensuring consistency, transparency, and effective reporting
- Drive a clear programme vision, aligning teams to deliver strategic outcomes
- Manage dependencies across programmes, resolving conflicts and ensuring progress
- Oversee supplier and commercial relationships
- Establish and manage governance structures, including reporting to portfolio boards

- This role requires someone with extremely strong programme management capabilities.

- Minimum:
- Proven experience in defining and documenting programme scope, including managing inclusion and exclusion boundaries through structured change control
- Strong understanding of how programme delivery aligns with and operates within wider operating model structures (e.g. FCDC and FFC)
- Experience producing programme-level reporting to support large, complex (e.g. Tier-1) programmes
- Strong working knowledge of RAID management, including maintaining up-to-date logs and proactively identifying and escalating risks and issues
- Experience developing and applying benefits frameworks with measurable Strong understanding of programme financials, including budgeting, forecasting, and risk/exposure management
- Ability to provide clear and accurate financial reporting supported by robust forecasting techniques
- Essential:
- Demonstrates the ability to maintain an integrated view of delivery across multiple workstreams, including identification of critical paths and key milestones
- Ability to establish and operate effective governance structures and reporting cadences
- Ability to clearly link delivery activity to intended programme outcomes and demonstrate value realisation
- Experience linking financial performance with delivery progress to track budget utilisation and overall programme health
