Programme Manager – TrailWatchWe are currently hiring a Programme Manager to lead and grow the TrailWatch programme.
Job Purpose
To lead the planning, implementation, and continuous improvement of the TrailWatch programme, driving meaningful user participation and volunteer engagement while overseeing the ongoing development and management of the TrailWatch app.
Main
Duties and Responsibilities

- Programme Planning & Management
- Lead the end-to-end planning, implementation, and evaluation of the Trail
- Watch programme.
- Monitor programme performance through data tracking and impact measurement, and refine strategies based on insights.
- Manage programme budgets, timelines, and resources to ensure efficient and accountable delivery.
- Collaborate with the communications team to ensure consistent messaging aligned with programme objectives.

- App & Digital Platform Management
- Oversee the ongoing management and enhancement of the Trail
- Watch mobile application and related digital systems.
- Serve as the key liaison between programme stakeholders, internal technical teams, and external technology vendors.
- Monitor app usage data and user feedback to inform continuous improvements and feature prioritisation.
- Ensure timely resolution of technical issues while maintaining quality standards and user experience.

- User & Volunteer Engagement
- Develop and execute strategies to recruit, onboard, and retain Trail
- Watch volunteers.
- Oversee the coordination and smooth implementation of Trail
- Watch activities and related events.
- Liaise with partners, service providers, and volunteers to ensure quality and safety standards are met.
- Identify opportunities to strengthen community collaboration and expand the programme network.
About You
Key Qualities and
Competencies
- University graduate with at least 5 years of experience in programme management, community engagement, volunteer management, or related fields.
- Strong project management skills with the ability to manage multiple initiatives within budget and timeline.
- Experience in engaging communities, volunteers, or public participants in structured programmes.
- Analytical and data-driven mindset, with strong Excel and reporting skills.
- Excellent organisational skills with strong attention to detail and ability to track progress toward targets.
- Strong interpersonal and stakeholder management skills.
- Proficiency in written and spoken Chinese and English.
- Experience or passion for environmental, conservation, or NGO sector work is an advantage.
