We are currently working with an established international organisation operating across the construction and infrastructure sector who are looking to recruit a Senior HR Business Partner to join its regional headquarters in Dubai.
Supporting a workforce of over 3,500 employees (white & blue collar) across the Middle East, this newly created leadership role offers the opportunity to shape and strengthen the HR Business Partnering function within a dynamic, fast-paced and operationally driven environment.
Reporting to the HR Director, you will lead a team of HR professionals and act as a strategic partner to senior business leaders while remaining closely connected to day-to-day operations. This role combines strategic HR leadership with a hands-on approach and will suit someone who enjoys driving change, developing teams and working closely with operational stakeholders across multiple locations.
Please note this is a fully onsite role.
Key Responsibilities
- Partner with business leaders to develop and deliver people strategies aligned with organisational objectives.
- Lead, coach and develop a regional HR Business Partnering team, fostering capability and consistency across the function.
- Provide strategic and operational HR support across a multi-site, multicultural workforce.
- Drive employee engagement, performance management, organisational development and talent initiatives.
- Collaborate with specialist HR functions including talent acquisition, learning and development, employee welfare and HR operations.
- Support workforce planning, succession planning and nationalisation initiatives across the region.
- Review and enhance HR processes, policies and ways of working to improve efficiency and employee experience.
- Build strong relationships with key stakeholders and provide practical solutions to complex people matters.
- Monitor HR metrics and trends to support informed business decisions.
- Travel regularly across operational sites within the Middle East to support business needs and maintain close stakeholder engagement.
Requirements
- Minimum of 12 - 15 years' progressive HR experience, including significant HR Business Partnering leadership exposure.
- Experience supporting large, operational or blue-collar workforces, ideally within construction, engineering, industrial or similar sectors.
- Proven track record of leading and developing HR teams within complex, multi-site organisations.
- Strong knowledge of Middle East employment practices, labour legislation and nationalisation programmes.
- Demonstrated ability to balance strategic thinking with a hands-on, proactive approach to delivery.
- Excellent stakeholder management, influencing and communication skills, with experience partnering senior leadership teams.
- Experience driving process improvement and organisational change within fast-paced environments.
- A collaborative and resilient leadership style, with the ability to navigate diverse and multicultural workforces.
- Flexibility and ability to undertake regular regional travel as required to support business operations across the Middle East.
