Primary Function
Duties & Responsibilities
Provide project management services related to corporate projects including project planning, budgeting, contract document preparation, quality control, documentation and reporting.
Manage project staff and/or consultants according to the established policies and practices of the organization.
Participate in a variety of management activities including hiring, performance management, discipline, budgeting processes and labour relations matters. Operating within budgets.
Prepare scope of work documents and manage the execution of external consultant activities.
Develop and maintain a schedule for project completion that effectively allocates the resources to the activities and budgets. Monitor the progress of the project and make adjustments as necessary to ensure the successful completion of the project.
Lead investigations and studies related to HRWC IT projects.
Manage cross-departmental project teams in the delivery of IT projects, including work assignments, quality control and decision support.
In consultation with the appropriate manager, recruit, interview and select staff and/or volunteers with appropriate skills for the project activities.
Liaise with consultants, contractors, developers, the public, elected officials, community interest groups, regulators, government representatives, stakeholders, and other related agencies.
Assist with change management activities related to specific project implementation and to support on-going continuous improvement.
Performs such other related duties as may be assigned.

Reports to: Senior Project Manager, Information Services

Minimum Qualifications
Education and Experience
Education:
Post-secondary degree in Information Technology or equivalent.
PMP designation.
Other Requirements
Certificates / Licenses / Registrations:
PMP Designation
ITIL Certification
Must have a valid NS driver's license and be willing to use their own vehicle in accordance with the Mileage Policy.
Must be willing to undertake and maintain the following safety training:
First Aid
WHMIS
Additional safety training as identified based on legislative and operational requirements.
Knowledge, Skills and Abilities
Knowledge of both theoretical and practical aspects of project management.
Knowledge of project management techniques and tools; proficient in project management software.
Demonstrated ability to communicate effectively, both verbally and in writing.
Demonstrated ability to work closely and effectively with a broad range of stakeholders, including the public, elected officials, community interest groups, regulators, government representatives, developers, consultants, lawyers and insurers.
Demonstrated achievement of operational objectives by contributing information and recommendations to strategic plans and reviews; preparing and completing action plans; implementing production, productivity, quality, and customer-service standards; resolving problems; completing audits; identifying trends; determining system improvements; implementing change.
Experience in a leadership position successfully leading the implementation of complex change projects.
Excellent leadership, motivational and interpersonal skills.
High level of initiative, and ability to achieve results through effective interaction with other staff.
Strong consultative and negotiation skills.
Ability to interpret complicated problems/solutions and explain them in non-technical terms.
Demonstrated organizational skills.
Ability to establish and maintain effective working relationships.
