Business Analyst & Scrum Master (AMK)

Job Summary

Lead business analysis and agile delivery for large-scale IT systems within Singapore Government projects. Drive requirements elicitation, stakeholder engagement, and agile facilitation to ensure alignment, quality, and timely delivery of mission-critical solutions.

Responsibilities

Business Analysis & Requirements Leadership

• Lead requirement gathering sessions with business users, government officers, and vendors to translate business needs into clear functional and non-functional requirements.

• Produce high-quality artifacts including Business Requirements Documents (BRD), Functional Requirements Documents (FRD), user stories, process flows, data mappings, and interface specifications.

• Ensure requirements traceability from business needs through implementation and testing to maintain alignment and reduce rework.

• Manage requirement changes within governance and change control processes to maintain project integrity.

• Engage senior and diverse stakeholders confidently to facilitate requirement workshops and resolve conflicting priorities.

• Act as the liaison between business users, technical teams, system integrators, and project management to ensure business alignment before development starts.

• Collaborate with architects, developers, and integration teams to validate solution feasibility and review design proposals for compliance with approved requirements.

• Support System Integration Testing (SIT) and User Acceptance Testing (UAT) planning, test case validation, and defect triaging to ensure quality delivery.

• Ensure operational readiness and prepare cutover documentation aligned with business expectations.

• Maintain compliance with Singapore Government SDLC, audit, and reporting standards by managing structured documentation repositories and requirement baselines.

• Support audit queries, project reporting, and governance checkpoints to uphold project transparency and accountability.

Scrum Master & Agile Facilitation

• Facilitate key Scrum ceremonies including Sprint Planning, Daily Stand-ups, Reviews, and Retrospectives to drive agile execution.

• Ensure backlog readiness and clarity before sprint commitment to promote estimation discipline and sprint predictability.

• Identify delivery blockers and collaborate with stakeholders to resolve impediments promptly.

• Monitor sprint progress and highlight risks early to maintain delivery timelines.

• Support integration milestones, SIT/UAT readiness, and release planning to ensure smooth project transitions.

• Identify inefficiencies in delivery processes and recommend practical improvements to enhance team accountability and agile practices aligned with governance requirements.

Required competencies and certifications

• Minimum 5–8 years of overall IT delivery experience with at least 3 years as a Business Analyst in large-scale IT systems.

• Minimum 2 years of experience working in Agile/Scrum environments with strong understanding of Agile and traditional SDLC (Waterfall/Hybrid).

• Proven ability to manage complex system integrations and multi-vendor environments under tight timelines and delivery pressure.

• Strong analytical, documentation, and stakeholder engagement skills.

• Experience in Singapore Government/Public Sector IT projects involving mission-critical or 24/7 systems.

• Experience working with system integrators and multiple vendors.

• Hands-on experience with Agile tools such as Jira, Confluence, Azure Dev

Ops, or equivalents.

• Experience supporting SIT/UAT and production rollout activities.

• Ability to manage demanding stakeholders professionally and operate within structured governance and audit-heavy environments.

• Willingness to work overtime including after-hours or weekends when project demands require.

• Resilient, structured, and delivery-focused mindset with adaptability to scope changes and shifting priorities.

Preferred competencies and qualifications

• CBAP, CCBA, or equivalent Business Analysis certifications.

• Certified Scrum

Master (CSM) or Professional Scrum Master (PSM) certifications.

• SAFe or other Agile-related certifications are advantageous.
