Senior Business Systems Analyst | 40% Remote - Philadelphia PA 19103

Our direct client a large healthcare insurance company is seeking to hire for the below role.

Senior Business Systems Analyst
Pay rate: $50/HR - $60/HR W2
Location: Hybrid Philadelphia PA 19103 | Working in the office 3 days a week (Tuesday, Wednesday & Thursday) and remotely 2 days a week (Monday & Friday).
Contract-to-hire opportunity with a strong likelihood of conversion within 6–12 months

Backfill role supporting billing analysis and issue resolution

• Analyze and troubleshoot billing issues within Oracle Revenue Management & Billing (OR&B)

• Diagnose discrepancies in premium billing and identify root causes

• Review billing outputs, resolve issues, and recommend corrective actions

• Partner with business teams to understand billing intent vs. system behavior

• Identify opportunities for process improvements and preventative solutions

• Example: Investigate issues such as incorrect application of EPTC (premium subsidies) and determine cause + resolution

• 5+ years of Business Analyst or related experience

• Strong background in premium billing (not claims billing)

• Experience working with a healthcare payer, specifically in fully insured premium billing

• Understanding of billing nuances such as:

• Repricing

• Retroactivity

• Subsidies (e.g., EPTC)

• Ability to analyze complex billing issues and problem-solve independently

• Experience with Oracle OR&B (preferred but not required)

• Basic SQL knowledge (does not need to write queries, but should understand data concepts)

• Candidates from operations looking to move into a more technical/analytical role are welcome

• problem-solver who doesn’t give up when answers aren’t obvious

• Able to bridge the gap between business and technical teams

• Focused on both fixing issues and preventing future ones

• This role focuses on premium and consumer billing, not claims
