Job Description
We are seeking a motivated, hands-on Estimator / Project Manager with strong experience in heavy civil construction and underground utilities, including sewer, storm drain, and water infrastructure, to manage and deliver public works and private infrastructure projects from bid through closeout.
This is a true end-to-end role for someone who can own both estimating and project delivery, including plan review, bidding, job costing, field coordination, and project execution. The ideal candidate is confident working in both office and field environments, including walking job sites, interpreting civil plans, and managing project performance from start to finish.
We are looking for someone who is organized, proactive, dependable, and collaborative, with strong relationship-building skills across clients, inspectors, vendors, subcontractors, and internal field teams. Key Responsibilities
- Independently prepare detailed estimates using B2W Estimating software for heavy civil and underground utility projects (sewer, storm drain, water)
- Own full-cycle estimating including takeoffs, scope development, pricing, and bid submission for public works and private infrastructure projects
- Lead bid preparation and coordination with vendors, subcontractors, superintendents, and project stakeholders
- Manage projects from award through completion, including project management, scheduling, budgeting, and cost control
- Perform job cost tracking, forecasting, and financial reporting to ensure project profitability
- Coordinate directly with field teams to support production, sequencing, and resource planning
- Conduct job site visits to support estimating accuracy and oversee field execution
- Support project closeout, reporting, and performance tracking to improve future estimating and delivery outcomes
Skills & Qualifications
- Strong experience in heavy civil construction estimating and/or project management
- Direct experience with underground utilities: sewer, storm drain, and water systems (required)
- Strong understanding of civil construction means and methods, production rates, and cost control
- Ability to read and interpret civil engineering plans, specifications, and public works documents
- Experience with public works infrastructure projects (highly preferred)
- Strong analytical, organizational, and problem-solving skills
- Excellent communication skills with ability to work across field, office, and client teams
- Proficiency in Microsoft Office (Excel, Word, Outlook, Project)
- Experience with B2W Estimating software preferred
Education & Experience
- 5+ years of experience in heavy civil construction estimating and/or project management with underground utility focus (required)
- Bachelor’s degree in Civil Engineering, Construction Management, Business, or related field preferred (or equivalent field experience)
- Strong mathematical and analytical capability with attention to detail and accuracy
Physical Requirements
- Ability to walk active construction job sites
- Ability to work in outdoor environments and varying weather conditions
- Occasional lifting up to 50 lbs
- Ability to sit/stand for extended periods in office or field settings
