NTUC LearningHub is a leading Continuing Education and Training (CET) provider in Singapore, committed to supporting workers in their lifelong learning journey. As part of our plan to support the Supply Chain and Wholesale Trade sectors, we partner with government agencies, trade & business associations, and unions to design forward-looking training that supports industry transformation and national initiatives like Job-Skills Integrator (JSIT) for the Wholesale Trade sector with Singapore Business Federation.
We are seeking a purpose-driven Product Manager to lead the development and execution of impactful training programmes and business transformation initiatives that will help uplift and future-proof the workforce.
- Please note that this role will be responsible for the planning, development, and management of CET training products and programmes for the supply chain and wholesale trade sectors. This is NOT a Supply Chain/Logistics Operations or Product Marketing role.
What this role is about
As Product Manager, you will own the end‑to‑end lifecycle of training products supporting the Supply Chain and Wholesale Trade sectors. Your work will directly shape how workers upskill, how companies transform, and how sector capabilities evolve over time.
You will collaborate closely with government agencies, unions, trade associations, and employers, and represent NTUC LearningHub in sector‑level and tripartite platforms.
What you’ll do
Build and scale impactful products
- Lead the full product lifecycle—from needs analysis and ideation to pilot, launch, and scale.
- Design modular, stackable, outcomes‑driven programmes (WSQ and non‑WSQ) across areas such as supply chain operations, wholesale trade practices, digitalisation, sustainability, and emerging technologies.
- Ensure alignment with national frameworks and priorities from SkillsFuture Singapore (SSG), Enterprise Singapore (ESG) and MTI.
Work with industry, unions & government
- Co‑create demand‑driven solutions with employers, trade associations, and public agencies.
- Partner closely with the Supply Chain Employees’ Union (SCEU) to support workforce upgrading and career pathway development.
- Represent NTUC LearningHub in sectoral workgroups, union‑management committees, and tripartite initiatives.
Drive performance and continuous improvement
- Track programme success using KPIs such as enrolment, completion, learner satisfaction, and post‑training impact.
- Translate learner and stakeholder insights into continuous product improvement.
- Leverage funding levers (e.g. UTAP) and develop targeted programme bundles for different workforce segments.
What we’re looking for
Experience
- Around 5+ years of experience in product management, programme development, training design, or strategic partnerships.
- Exposure to the supply chain and/or wholesale trade sector is strongly preferred.
- Experience working with government agencies, industry bodies, or large stakeholder networks is a plus.
- Familiarity with Singapore’s CET ecosystem (e.g. WSQ, SCTP) or unionised environments is advantageous but not mandatory.
