Senior Project Manager / Leader – Data & AI (Public Sector)
ABOUT THE ROLE
We are seeking an experienced Senior Project Manager / Leader to provide project management on large-scale, complex, high-profile and high-risk Data & AI initiatives within a large public sector I&IT environment.
You will ensure project deliverables meet business requirements on time, on scope and on budget, with a strong focus on cost-effectiveness, efficiency, and compliance with established project management methodologies and frameworks.
KEY RESPONSIBILITIES
- Lead data and AI strategy, governance, and execution across a large multi-stakeholder environment.
- Develop and manage detailed project schedules, deliverables, scope, and integrated plans.
- Build and manage complex, multi-year, multi-million-dollar budgets across multiple funding channels; monitor, forecast, reconcile, and report on project costs.
- Source, onboard, and direct project teams (both employees and fee-for-service consultants); clarify roles, set performance expectations, and resolve resourcing and interpersonal conflicts.
- Proactively identify, prioritize, and communicate risks and issues at senior executive levels, and recommend mitigation strategies.
- Establish and participate in steering committees and stakeholder forums; deliver project, program, and portfolio reporting to senior executives.
- Apply change management strategies across all project phases—concept, definition, planning, implementation, and close-out.
- Promote I&IT project management best practices, standards, and methodologies.
MUST-HAVE QUALIFICATIONS
- 15+ years of experience in data & AI strategy and execution in a large, multi-stakeholder environment.
- 10+ years of integrated enterprise project management experience across business and I&IT teams.
- Demonstrated experience managing multi-year, multi-million-dollar budget projects.
- Experience with Data & AI governance processes and technologies.
- Hands-on experience with Azure and Databricks, as well as AI/LLM technologies.
- Experience with Azure Cloud Data services, including Data Factory, Databricks, Data Lake, Unity Catalog, and SQL Warehouse.
- Experience managing stakeholders, risks, changes, issues, time, scope, and resources.
- Proficiency with Microsoft Office tools, including Visio, Project, PowerPoint, Word, and Teams.
- Experience creating privacy, financial, communication, and IT documentation, including business cases, Privacy Impact Assessments, Threat Risk Assessments, Requests for Service, and Requests for Information.
NICE-TO-HAVE QUALIFICATIONS
- Experience with software development methodologies, including Agile/Scrum and minimum viable products (MVPs).
- Experience managing project life cycles and backlogs using tools such as Jira, Trello, Microsoft Project, Kanban, or Workamajig.
- Experience leading large-scale technology infrastructure procurements and site deployments/rollouts.
- Experience leading QA activities and processes.
- Knowledge of PMI's Project Management Body of Knowledge (PMBOK).
- Knowledge of public sector ITIL processes (incident, release, and problem management).
- Familiarity with public sector business processes, gating procedures, and project management requirements.
- Knowledge of the Accessibility for Ontarians with Disabilities Act (AODA) and related standards.
