HSE Officer (Gold Refinery)
Position Title: HSE Officer (Health, Safety & Environment)
Location: SAIF Zone, Sharjah, UAE
Department: Operations / HSE
Reports To: HSE Manager / Plant Manager
Job Summary
The HSE Officer is responsible for implementing, monitoring, and maintaining health, safety, and environmental standards within the gold refinery facility. The role ensures compliance with UAE regulations, company policies, international best practices, and refinery-specific safety requirements.
The HSE Officer will proactively identify hazards, conduct inspections, investigate incidents, and promote a strong safety culture across all refinery operations.
Key ResponsibilitiesHealth & Safety Management
- Implement and enforce HSE policies, procedures, and safe work practices throughout the refinery.
- Conduct routine workplace inspections and risk assessments to identify hazards and recommend corrective actions.
- Monitor compliance with Permit to Work (PTW) systems, including hot work, confined space entry, work at height, and electrical isolation.
- Ensure proper use of Personal Protective Equipment (PPE) by all employees and contractors.
- Conduct toolbox talks, safety briefings, and HSE awareness programs.
- Investigate accidents, incidents, near misses, and unsafe conditions and prepare detailed reports with corrective actions.
- Maintain safety records, reports, and documentation.
Environmental Management
- Monitor environmental compliance related to waste management, emissions, chemical handling, and pollution prevention.
- Ensure proper storage, transportation, and disposal of hazardous materials and refinery waste.
- Conduct environmental inspections and maintain environmental monitoring records.
- Support sustainability initiatives and environmental improvement programs.
Chemical & Refinery Safety
- Monitor safe handling, storage, and usage of chemicals, acids, gases, and hazardous substances used in gold refining processes.
- Ensure Safety Data Sheets (SDS) are available and communicated to employees.
- Verify emergency response equipment, spill kits, eyewash stations, and firefighting systems are functional and accessible.
- Participate in emergency response planning and drills.
Compliance & Audits
- Ensure compliance with UAE labor laws, environmental regulations, and SAIF Zone requirements.
- Assist in maintaining ISO 45001 and ISO 14001 management systems.
- Conduct internal HSE audits and support external audits and inspections.
- Track corrective and preventive actions arising from audits and inspections.
Training & Awareness
- Conduct HSE inductions for new employees, contractors, and visitors.
- Identify training needs and coordinate safety training programs.
- Promote a positive safety culture through continuous engagement and awareness campaigns.
Qualifications
- Bachelor's Degree or Diploma in Occupational Health & Safety, Environmental Science, Engineering, or related field.
- NEBOSH International General Certificate (IGC) mandatory.
- Additional certifications such as IOSH, OSHA, First Aid, Fire Safety, or ISO Internal Auditor will be an advantage.
Experience
- Minimum 3–5 years of HSE experience in manufacturing, metals processing, chemical plants, refineries, or industrial operations.
- Experience in precious metals, gold refining, chemical processing, or related industries preferred.
- Familiarity with chemical handling, hazardous waste management, and emergency response procedures.

- Strong knowledge of HSE regulations and best practices.
- Excellent hazard identification and risk assessment skills.
- Incident investigation and root cause analysis capability.
- Good communication and training skills.
- Proficiency in Microsoft Office and HSE reporting systems.
- Ability to work independently and influence safety culture across all levels of the organization.

Working Conditions
- Based in a gold refinery and industrial processing environment.
- Exposure to chemicals, heat, machinery, and refinery operations.
- Requires regular site inspections and monitoring activities.
- May be required to respond to emergencies outside normal working hours.
Salary: As per company standards and experience.
