JOB PURPOSE
To provide information for management control, analysis and decision making to the Bert’s Management team.STRATEGIC OBJECTIVESProvide Exceptional Customer Service (Internal and External) byA budgeting process that ensures the Bert’s business-as-usual (BAU) activities and strategic initiatives are adequately funded and that budgets are owned by those responsible for performing the related activities.
Effective accounting for expenditures on projects in progress, transfers to fixed assets, calculation of depreciation charges, and accounting for movements of items to and from stores.
Provision of information to support effective analysis of the Bert’s business performance and to support effective decision making.KEY OUTPUTSBudgets and cash flow forecasts of Bert’s that are based on annual operating plans, developed before the preparation of budgets and cash flow forecasts, and budgets (resource requirements) that are documented and submitted in line with guidelines for submission.A process for uploading approved budgets and forecasts into the accounting system to support commitment accounting, responsibility accounting and the analysis of variances.
- Accurate recording and tracking of project related expenses
- Accurate recording of CAPEX and REVEXTimely transfer of acquired assets to Bert’s asset register
- Timely and accurate recording of depreciation expense
- Accurate recording of the sale, retirement or disposal of Bert’s assets

JOB RESPONSIBILITIES
- Documents the planning processes and that accountable managers are trained in and are clear about their roles in the process.
- Develops the initial draft of the Annual Planning and Reporting Timetable for Bert’s Auto
- Develop Excel templates of a Planning tool to be used to submit bottoms-up budgets.
- Assists in the development of annual budgets.
- Ensures that budgets are submitted within the timeframe and in keeping with the annual Planning and Reporting Timetable for Bert’s.
- Consolidates the plans, budgets and rolling forecasts for review by the Bert’s leadership.
- Following the budget review process ensures that original submissions are adjusted to reflect the agreements that have been reached for budgets for BAU and strategic initiatives to be included in the Operating Plan for the coming financial year.
- Develops initial cash flow forecasts for review and approval by the Finance Manager, showing the phasing and timing of net cash requirements for Bert’s.
- Support the preparation of monthly executive reports and quarterly and annual reports on the Authority’s overall performance.
- Assists Line Managers in developing quarterly updates to the financial plans of Bert’s and monthly rolling cash requirements planning.
- Reviews expenditures charged to project accounts, monitors spending on projects in progress, transfers completed work-in-progress to fixed assets.
- Calculates quarterly/monthly depreciation charges.
- Maintains the Bert’s Fixed Assets register.
- Ensure retirements, movements, sale or write-off of PP&E are correctly accounted for.
- Is responsible for the verification of the Bert’s assets, and for the resolution of discrepancies between the physical assets and the asset register.
- Ensure timely, useful Management and Responsibility Accounting reports are available to the Bert’s Management so that effective governance can be exercised, and overall corporate goals achieved.
- Participates in the Financial Analysis for any special studies undertaken by the organization.QUALIFICATIONS & EXPERIENCEUndergraduate degree in Business Administration, Finance, Accounting or a related field
- Pursuit of an internationally recognized accounting designation (CPA
- CMA, ACMA) would be an asset.
- Minimum of 3-5 years’ experience in a role performing business analysis.JOB SPECIFIC SKILLSExpertise in the manipulation and use of data to provide information and business insights to information consumers outside Finance.
- Sound knowledge of Excel and the use of macros and pivot tables.
- Previous exposure to the use of a Business Intelligence tool would be an asset.
- Some previous experience in the use of accounting packages (Sage ACCPAC or 50, QuickBooks, Dynamics, or similar Enterprise multi-user application).
