Building on this foundation, JRF designed the proposed project based on the “Voice and Agency” approach, recognizing these elements as essential drivers of meaningful change in gender equality behaviors, perceptions, and practices.
This approach is operationalized through a series of strategic interventions that create and strengthen dialogue mechanisms and agency pathways, promoting the rights, safety, and socio-economic independence of women and girls.
The project adopts a comprehensive and inclusive strategy, engaging directly with women, men, boys, and girls, while also building alliances with national and sub-national institutions, community-based organizations, and other key stakeholders. This multi-layered model ensures both grassroots mobilization and systemic change, paving the way for sustainable and equitable outcomes.
One of the project’s outcome indicators is % of targeted community members with changed perception or practices toward gender equality and masculinity concepts, reflecting its core goal: to create safe and inclusive pathways for diverse stakeholders to exchange ideas, challenge harmful norms, and promote transformative social change.
Furthermore, the project will culminate in the development of advocacy Paper, which will result from the assessment of all advocacy efforts implemented, measuring changes before and after the interventions.
The Advocacy Paper will highlight the shifts in behaviors, attitudes, perceptions, and practices wherever possible. JRF will disseminate the results through a high-level event, inviting decision makers, governmental and non-governmental entities, national stakeholders, community members, and donor agencies.
This will serve as a platform for dialogue, knowledge-sharing, and collaboration, and as a strategic call to action to replicate and scale successful approaches.3. OBJECTIVE OF THE CONSULTANCYThe consultant will support JRF in drafting, and finalization of the Advocacy Paper.
The objective is to provide evidence-based analysis, highlight project outcomes and lessons learned, and develop strategic recommendations to influence policy and practice at the national level.
The consultant shall ensure that the language, terminology, and framing used in the Advocacy Paper are contextually appropriate and culturally sensitive to the Jordanian context, and aligned with national discourse. The consultant is also expected to incorporate all feedback and revisions requested by JRF throughout the drafting and validation process.4. THE SCOPE OF THE WORK / KEY TASKSThe consultant will:
Review relevant project reports, documentation, and data related to implemented activities and results in order to identify key achievements, outputs, and evidence of change.
Analyze project outcomes, impact, and key achievements related to advocacy efforts on gender norms and gender equality.
Identify and synthesize key lessons learned and good practices emerging from project interventions.
Develop strategic advocacy messages and evidence-based recommendations targeting relevant stakeholders, policymakers, and development partners.
Document selected case studies, success stories, and community narratives reflecting project impact. Validate key findings and recommendations through consultation with JRF team and relevant stakeholders to ensure accuracy, relevance, and usability of the Advocacy Paper.
