P17 Solutions is seeking Junior / Mid-Level skilled Program Analyst r to support the Terminal Flight Data Manager (TFDM) Program which is part of the FAA's NextGen initiative to modernize surface and terminal operations. The Program Analyst will assist with program tracking, reporting, stakeholder coordination, and process improvement to ensure the successful execution of TFDM deployment and sustainment activities.

(Mid - Senior) his role is ideal for professionals with 9+ years of program or project management experience who are comfortable advising leadership, coordinating across complex technical and operational domains, and driving initiatives to successful completion in a highly visible federal aviation program.

Key Responsibilities (Mid- Senior)

• Lead program planning and execution across multiple TFDM deployment sites, ensuring alignment with national schedules, baselines, and technical objectives.
• Manage program dependencies and coordinate across FAA organizations (Air Traffic Control, TechOps, Engineering Services, Safety) and external contractors.
• Drive deployment readiness activities, including readiness reviews, site acceptance testing, and operational cutovers.
• Develop and maintain risk and issue management strategies, escalating critical concerns to leadership with actionable recommendations.
• Track and analyze key performance indicators (KPIs), cost, schedule, and scope to ensure program milestones are met.
• Provide senior-level reporting, dashboards, and executive briefings to FAA leadership.
• Serve as the primary interface for senior FAA stakeholders, program managers, and site-level leadership.
• Facilitate cross-organizational collaboration, conflict resolution, and consensus-building on program priorities.
• Represent the program in FAA program reviews, inter-agency working groups, and industry partner forums.
• Identify gaps and recommend process improvements in deployment workflows, program governance, and reporting practices.
• Contribute to policy development, acquisition strategy, and resource planning in alignment with FAA program management frameworks.
• Mentor junior and mid-level analysts, providing guidance on FAA systems, deployment practices, and stakeholder engagement.
• Oversee the creation and review of program documentation including deployment plans, readiness assessments, program directives, and compliance reports.
• Ensure adherence to FAA standards, acquisition management system (AMS) policies, and federal guidelines.

Preferred Qualifications

• Experience working with FAA programs, aviation systems, or federal government projects.
• Knowledge of FAA acquisition management systems, scheduling tools, or program tracking databases.
• Familiarity with air traffic operations or aviation surface management concepts.
• Prior experience with risk management, configuration management, or requirements tracking.

Required Qualifications

• Bachelor's degree in Business, Public Administration, Aviation Management, Engineering, or related field (or equivalent work experience).
• 2-5 years of experience in program support, project coordination, or analysis.
• Strong organizational skills with the ability to manage multiple tasks and priorities.
• Proficiency in Microsoft Office Suite (Excel, PowerPoint, Word, Project).
• Excellent written and verbal communication skills.
• Ability to work independently as well as in a team environment.
• Ability to travel
• On-site presence at the WJHTC, Egg Harbor Township NJ

Security Clearance: All candidates must be able to obtain and maintain a Public Trust clearance.

Citizenship/Permanent Residency Requirement: All candidates must have the following to pass the Federal Background Investigation and obtain the FAA Public Trust security clearance.

• Be a US Citizen, have a US Green Card, or a Non-immigrant Work Authorization (VISA).
• Has resided in the US for three (3) consecutive years.
• The company is unable to sponsor candidates at this time.

Relocation Requirement: Relocation expenses are not offered. Candidate must reside or be willing to relocate within a commutable distance to Egg Harbor Township, NJ.

Travel Requirement: Occasional travel to FAA facilities

Work Environment

Full-time position with a standard flexible work schedule and cubicle setting.

Base Pay: The base pay offered will vary depending on job-related knowledge, skills and experience.
