The County of Kings District Attorney's Office and The Human Services Agency are seeking knowledgeable and responsible individuals to fill a Fiscal Analyst I/II position in each department. The successful candidate will be responsible for analyzing, organizing, planning, directing, and performing various fiscal-related activities as required.
This role involves a variety of professional financial, statistical, and accounting support duties in the analysis and application of accounting principles and practices. The candidate will be expected to maintain fiscal controls and records, prepare transactions, and initiate reports.
Additionally, the role includes producing, balancing, and maintaining both accounting and financial records, and performing related duties as assigned.
Future vacancies throughout the County for this position may be filled from the eligible list to be established. The typical life of the eligible list is six months.
Fiscal Analyst I:$29.60 - $36.13 Hourly; $61,568.00 - $75,150.40 Annually
Fiscal Analyst II:$32.69 - $39.91 Hourly; $67,995.20 - $83,012.80 Annually
Receives general supervision (Fiscal Analyst I) or direction (Fiscal Analyst II) from assigned supervisory or management personnel. Exercises direct supervision over technical and administrative staff.
This position includes management group II benefits which includes CalPERS retirement (see benefits section to determine plan/tier placement); fully paid PPO health, dental, vision and chiropractic health insurance premiums for employees and eligible dependents; onsite health center for employees and eligible dependents on County health insurance; term life insurance; in addition to standard sick leave, vacation accruals and holidays this position receives an additional 64 hours of management leave.
Fiscal Analyst I:This is the entry-level classification in the Fiscal Analyst series. Initially under close supervision, incumbents learn and perform a variety of professional accounting and fiscal duties while learning County policies and procedures.
As experience is gained, assignments become more varied, complex, and difficult; close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently.
Positions at this level usually perform most of the duties required of the positions at the Fiscal Analyst II level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern.
Exceptions or changes in procedures are explained in detail as they arise.
Fiscal Analyst II:This is the journey-level classification in the Fiscal Analyst series. Positions at this level are distinguished from Fiscal Analyst I by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative.
Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.
Positions in the Fiscal Analyst class series are flexibly staffed and positions at the II-level are normally filled by advancement from the next lower level, after gaining the knowledge, skill, and experience which meet the qualifications for and after demonstrating the ability to perform the work of the higher-level class.

Some duties, knowledge, skills, and abilities may be performed in a learning capacity for entry-level (I Level) positions.

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Qualify for security clearance through a background investigation and fingerprint check, which includes a credit check. Ability to work irregular hours as necessary and travel within and outside the County.

Depending upon the number of applicants who meet the minimum qualifications, the examination process may include a screening committee (pass/fail) and/or written examination (pass/fail) and/or an oral examination (100%) which may include a written practical component to determine placement on the eligible list.
