As a Legal Compliance Analyst, you will conduct independent investigations and thorough analyses of allegations related to Circular 230 violations concerning practitioners before the Internal Revenue Service (IRS). Your key responsibilities will include:
- Conducting extensive legal research into potential violations of Circular 230 along with applicable Federal and State statutes, regulations, and legal authorities.
- Preparing detailed legal memoranda and written analyses assessing the merits of each case.
- Reviewing the work of colleagues within the Office of Professional Responsibility (OPR) as needed, ensuring appropriate progression and resolution of cases.
- Assisting business units with the proper interpretation and application of Circular 230 and relevant laws affecting professional practice before the IRS.
- Preparing formal Complaints to initiate litigation against practitioners or third parties under OPR's jurisdiction, along with stipulations and other legally significant documents.
- Compiling evidentiary files and discovery documents for the General Legal Services (GLS) division of the Office of Chief Counsel, participating in collaboration with GLS and potentially testifying before an Administrative Law Judge (ALJ).
- Conducting informative presentations for internal and external stakeholders about the application of Circular 230 and its implications for tax practitioners representing taxpayers before the IRS.
- Searching for, identifying, and recommending the release of records or information requested under the Freedom of Information Act (FOIA), Privacy Act, Government in the Sunshine Act, and Federal Advisory Committee.
You will also perform additional duties as assigned, contributing to a dynamic and collaborative legal team focused on upholding the integrity of tax practice.
