The Director of Operations- Federal Civilian is a senior leadership role responsible for the end-to-end oversight of complex, federally contracted healthcare operations. This includes providing end-to-end operational oversight across planning, implementation, execution, monitoring, and continuous improvement of medical services.
This strategic role involves managing both government and civilian contracts, ensuring the delivery of high-quality healthcare services. Will serve as a key liaison between internal stakeholders, external partners, and regulatory bodies to ensure alignment, compliance, and operational excellence.
This position will provide strategic level management to the effort, ensuring that all the program goals and objectives are achieved in an efficient and effective manner. The Director of Operations- Federal Civilian drives operational execution, contract performance, and strategic growth across medical programs supporting U.S. Government (USG) customers and prime contractors.
This position will leverage data-driven decision-making, robust risk management, and discipline financial stewardship to optimize performance, mitigate operational risks, and support sustainable growth of medical programs.
Rapidly assess, stabilize, and optimize complex operational environments, ensuring continuity of care and service delivery.
Translate strategic priorities into executable operational plans, performance metrics, and measurable outcomes.
Ensure timely, responsive operational decision-making aligned with mission requirements.
Strategic LeadershipDevelop and implement a comprehensive medical services strategy aligned with organizational goals.
Provide visionary leadership to enhance the effectiveness and impact of medical initiatives.
Translate strategic objectives into measurable operational plans, KPIs, and performance targets for medical services.
Partner with senior leadership to identify emerging healthcare trends and proactively adapt service lines and capabilities.
Drive change management initiatives to ensure successful adoption of new programs, processes, and technologies.
Contract ManagementOversee all aspects of medical services contracts, ensuring compliance with regulatory requirements and contractual obligations.
Collaborate with cross-functional teams to execute contracts successfully.
Lead execution of USG and prime contractor agreements, ensuring strict adherence to contractual requirements, scope, and service-level expectations.
Serve as the primary operational liaison with contracting officers, CORs, other Government leadership, and prime contractor partners.
Proactively identify and mitigate contract risks, performance gaps, and compliance vulnerabilities.
Support contract growth, modifications, and recompete efforts through operational insight and customer engagement.
Lead contract negotiations with internal and external stakeholders to secure favorable terms, service levels, and risk mitigation provisions.
Monitor vendor and partner performance against contractual SLAs, initiating corrective actions and improvements as needed.
Standardize contract management processes and documentation to enhance transparency and reduce operational risk.
Risk Management, Compliance, and Quality AssuranceEnsure compliance with all federal, state, and local regulatory requirements, as well as contract-specific standards (e.g., IHSC and detention healthcare guidelines where applicable).
Support risk mitigation strategies across operations, particularly in high-risk or crisis environments.
Implement and monitor quality assurance programs, ensuring continuous improvement in clinical and operational performance.
Oversee audit readiness, corrective action plans, and compliance reporting.
Develop and monitor key quality metrics (e.g., clinical outcomes, patient satisfaction, service reliability) to drive performance excellence.
Collaborate with clinical leadership to ensure adherence to evidence-based practices and clinical guidelines.
Conduct regular quality reviews and root-cause analyses to identify gaps, implement corrective actions, and prevent recurrence.
Government RelationsCultivate and maintain positive relationships with government agencies involved in healthcare initiatives.
Stay abreast of government regulations and policies affecting medical services.
Serve as a primary point of contact for governmental and regulatory bodies on matters related to medical operations.
Advocate for the organization’s interests in public health initiatives, policy discussions, and regulatory forums.
Coordinate timely and accurate submission of required reports, data, and documentation to government entities.
Team ManagementSupport, mentor, and inspire a multidisciplinary team of medical professionals.
Foster a collaborative and inclusive team culture to achieve common objectives.
Establish clear roles, responsibilities, and performance expectations for team members, providing regular coaching and feedback.
Support professional development through training, succession planning, and career pathways for clinical and non-clinical staff.
Promote a culture of accountability, continuous learning, and psychological safety within the team.
Ensure leadership presence and engagement across programs, including routine site visits.
Financial OversightDevelop and manage budgets for medical initiatives, ensuring financial sustainability.
Monitor financial performance against budget, identifying variances and implementing cost-optimization strategies without compromising quality.
Collaborate with finance and leadership to develop business cases, forecasts, and investment plans for new or expanded services.
Ensure accurate financial reporting and adherence to organizational financial policies and controls.
AuditingDesign and oversee internal auditing frameworks for medical operations, contracts, and service delivery.
Plan and execute regular operational and clinical audits to assess compliance, efficiency, and risk exposure.
Analyze audit findings, develop remediation plans, and track corrective actions to closure.
Partner with external auditors, corporate staff, prime contractor and regulatory bodies during inspections, surveys, and certification processes.
Maintain comprehensive audit documentation and reporting to support organizational transparency and accountability.
ComplianceEstablish, implement, and maintain a robust compliance program for medical services, aligned with applicable laws, regulations, and industry standards.
Ensure adherence to healthcare regulations (e.g., licensing, accreditation, privacy, and safety requirements) across all operations.
Develop and deliver compliance training and education for medical and administrative staff.
Monitor regulatory changes and assess their impact on policies, procedures, and operational workflows.
Investigate compliance incidents, implement corrective and preventive actions, and report issues to leadership and regulators as appropriate.
Bachelor's degree in Healthcare Administration, Business Administration, or a related field. Master's degree preferred.10+ years of progressive leadership experience in federal healthcare operations or government contracting environments.
Demonstrated experience managing USG contracts and working with prime contractors.

Able to bend, stand and sit for extended periods of time. This work requires some physical exertion, such as long periods of standing; walking or jogging over rough, uneven, or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching, or similar activities; or recurring lifting of moderately heavy patients or equipment. Able to reach to retrieve documents.
Able to carry materials and/or file boxes up to 20 pounds. Able to travel to various locations.
