The Regional Property Manager is responsible for supervising the daily operations of a portfolio of communities. The Regional Property Manager interprets and implements management procedures based on the approved Management Plan for each community in accordance with the Comprehensive Property Management Manual and relevant governmental regulations.
The Regional Property Manager ensures that the operations of the properties assigned are in compliance with the standards and expectations of Operational Excellence, other stated guidelines of Visionary Property Management (VPM), and Visionary Home Builders of California, Inc. (VHB). Under the direction of the Director of Property Management, the Regional Property Manager is responsible for monitoring and directing all management-related activities with site-level personnel and other VHB-related departments to ensure that the Essential Functions are met on a regular and consistent basis.
Essential Functions
- Attend regular meetings with the Executive Director and the Director of Property Management to review property management, tenancy status, social service, community activities, policy, and general housing issues.
- Prepare periodic property management reports for distribution to Board of Directors and appropriate personnel.
- Ensures that rent collection procedures are followed and benchmarks are achieved.
- Assist the Director of Property Management with the creation and implementation of new forms, policies and procedures.
- Ensures that occupancy levels are at budgeted levels and higher, if possible.
- In cooperation with the Director of Property Management, monitor compliance with all regulatory agreements, commitment letters, proformas, etc. Ensure that all new residents are eligible by reviewing and approving new move-in files.
- Ensures that the rents allowed under regulatory programs are being achieved.
- Assist in the development and implementation of resident activities and property management programs that will create housing and community environments of high quality while maintaining affordability.
- Review and approve of accounts payable and payroll to ensure that expenditures are within specified budgetary guidelines. Prepare regular draws from reserve accounts and solicit prior approval from applicable governing agencies when necessary.
- Ensures that property budgets are developed and managed proactively.
- Ensures that contracts are regularly reviewed and negotiated.
- Ensures that all regulatory compliance requirements and reporting are followed, monitored, and completed.
- Ensures that physical guidelines are achieved at each property, in accordance with expectations of ownership and/or Policies and Procedures.
- Ensures the adherence to the preventative maintenance schedule established for each property.
- Ensures that property staff positions are filled with competent, qualified individuals.
- Ensures that positive, collaborative internal and external relationships are fostered and maintained and that requests are responded to in a timely manner.
- Ensures that site employees receive/participate in necessary educational requirements.
- Ensures understanding and effective use of property management and accounting software, instructing staff on proper usage, as necessary.
- Ensures the implementation and understanding of the company’s stated recognition and bonus programs.
- Ensures that resident concerns are appropriately addressed in a timely manner.
- Ensures that the site staff is providing great customer service to residents.
- Ensures that the site staff is working closely and effectively with Resident Services and/or third party service agencies to meet the ownership’s service objectives at each location.
- Implements and maintains environmentally-responsible guidelines as outlined by ownership.
- Ensures understanding and effective use of property management, accounting, and personnel-related software, instructing staff on proper usage, as necessary
- Monitors and enforces guidelines as outlined in the Injury and Illness Prevention Plan.
- Ensure quarterly unit inspections are conducted
- Follows and enforces all fair housing and local landlord and tenant laws and regulations.
- Participates in appropriate community and neighborhood meetings.
- Adhere to OSHA rules and Regulation
- Attend safety meetings
- Attend Fair Housing training within 90 days hire and annually attendance
- Adhere to the Property management Policies and Procedures Manual
- Adhere to VHB Policies and Procedures outlined in the Employee Handbook

Job Qualification Requirements
Knowledge & Experience
- Demonstrated experience in a property management position or as a property assistant
- Knowledge of property maintenance and upkeep
- Experience conducting physical inspections of residential properties
- Knowledge of landlord-tenant law, local and federal housing laws, including Fair Housing and HUD procedures, Low Income Tax Credits, Rural Housing, and Tax-Exempt Bond properties preferred
- Ability to work with others in establishing and meeting goals and objectives
- Ability to communicate effectively both orally and in writing
- Ability to communicate effectively and work with individuals from diverse backgrounds and experience
- Skilled in organizing time and prioritizing work load
- Willingness and ability to attend tenant meetings and events
- Ability to speak in public
- Good working knowledge of computers
- Commitment to long-term affordable housing and the concept of organizing low-income people
- Experience being accountable for financials.
Education
- High school diploma required. Bachelor’s degree in Business Administration, Real Estate, or related field preferred. Certified Property Manager or similar certification preferred.
- Minimum of three (3) years’ experience in housing and/or property management.
- Preferred experience as a supervisor of multi-family housing or five (5) years’ experience as a manager of multi-family housing.
- Working knowledge of applicable local and federal housing laws, including Fair Housing and Landlord and Tenant laws.
- Experience generating property budgets and managing affordable housing developments, including HUD, Low Income Tax Credits, Rural Housing, and Tax-Exempt Bond properties.
- Exposure to/familiarity with community organizing, services, and programs.
- Relate well to people from diverse backgrounds.
- Comprehend and communicate in the English language both orally and in writing.
- Interpret and understand financial information generated from property management software reports.
- Legally operate a motor vehicle (valid driver’s license).
- Work in a collaborative manner and in a team environment.
- Travel occasionally.
- Proficiency with Microsoft Office.
