Project Manager – Federal Construction
Pay: $120,000 - $150,000 per year with discretionary bonus (commensurate with experience).
Job Overview
We are seeking an experienced and highly motivated Project Manager to oversee federal construction projects from award through closeout. Federal construction experience is required.
The ideal candidate will have demonstrated success managing construction contracts for U.S. Government agencies, with a strong preference for experience supporting the U.S. Coast Guard (USCG), Department of Veterans Affairs (VA/VAMC), U.S. Army Corps of Engineers (USACE), or other federal agencies. Projects can range from $250K - $10MM.
The Project Manager will serve as the primary point of contact for government representatives, subcontractors, and internal project teams, ensuring projects are completed safely, on schedule, within budget, and in compliance with all contract requirements.
This position requires strong leadership, communication, financial management, and organizational skills, along with a thorough understanding of federal construction contracting procedures. Must be able to obtain and maintain access to secure federal facilities. Existing security clearance preferred, but not required.
Duties & Responsibilities
- Responsible for the overall financial management performance of assigned project, including gross profit management, forecasting cash flow, change order recovery, and risk mitigation – incentivized accordingly.
- Manage all phases of federal construction projects from pre-construction planning through project closeout.
- Serve as the primary liaison between government clients, contracting officers, CORs, facility representatives, subcontractors, and internal stakeholders.
- Develop, maintain, and update project schedules using Primavera P6, Microsoft Project, or similar scheduling software.
- Manage project budgets, forecasts, cost tracking, and financial reporting to ensure profitability and contract compliance.
- Review contract documents, specifications, drawings, modifications, and Requests for Information (RFIs).
- Coordinate subcontractor procurement, scheduling, performance, and contract administration.
- Prepare and negotiate change orders, equitable adjustments, and project modifications.
- Monitor project progress and proactively identify risks, delays, and cost impacts.
- Ensure compliance with federal contract requirements, quality control standards, and safety regulations.
- Lead project meetings with government clients, subcontractors, and internal teams.
- Review and approve project submittals, schedules, invoices, progress reports, and closeout documentation.
- Coordinate with Superintendents and Quality Control personnel to ensure field activities align with project objectives.
- Support project inspections, commissioning activities, punch list completion, and final turnover.
- Ensure compliance with USCG, VA/VAMC, OSHA, EM 385-1-1, and applicable federal construction standards.
Required Qualifications
- Bachelor's degree in Construction Management, Engineering, Architecture, Business Management, or related field preferred.
- Minimum 5 years of project management experience in construction.
Pay: $120,000.00 - $150,000.00 per year
