Summary The Sr. Manager – Oracle Fusion Practice is a hands-on Oracle Fusion Finance Techno-Functional Consultant accountable for the end-to-end ownership, governance, and continuous evolution of the Oracle Fusion Cloud platform across Finance (ERP), Procurement, and Human Capital Management (HCM). The incumbent brings deep configuration expertise in all three pillars alongside strong technical development skills — covering OIC integrations, BI Publisher, OTBI, VBCS extensions, Fast Formulas, FBDI/HDL data loads, REST/SOAP APIs, and custom enhancements.
The role further champions the adoption of Oracle AI capabilities (AI Agents, Generative AI, Intelligent Document Processing, Predictive Analytics) across Finance, Procurement, and HCM to drive measurable process automation and insight.
The incumbent partners with the CFO, CHRO, and CPO organisations to translate business priorities into a stable, secure, and value-generating cloud platform, while leading a multi-disciplinary team of functional consultants, technical developers, and integration engineers.
Strategic & GovernanceDefine and own the Oracle Fusion roadmap aligned with enterprise digital strategy and the three-year business plan.
Establish Fusion governance: steering committee cadence, change advisory board, prioritisation framework, and KPIs.
Manage the annual Fusion budget (OPEX/CAPEX), licence optimisation, and total cost of ownership.
Lead vendor governance for Oracle, implementation partners, and managed-services providers — SLAs, performance reviews, and commercial negotiations.
Ensure compliance with UAE regulations, IFRS, VAT, WPS, and group internal controls (SOX-equivalent) within the Fusion environment.
Finance (ERP) Module Ownership — Hands-On Techno-FunctionalOwn and configure General Ledger, Accounts Payable, Accounts Receivable, Cash Management, Fixed Assets, Expenses, Tax, and Intercompany.
Drive month-end / year-end close optimisation, financial reporting via OTBI / FRS / Smart View, and consolidations.
Govern Chart of Accounts, ledger structures, and the Enterprise Structures Configurator.
Lead hands-on enhancements in Project Portfolio Management (PPM), Revenue Management, and Subledger Accounting.
Configure and maintain Subledger Accounting (SLA) rules, journal sources, and accounting event classes to meet IFRS and group policy requirements.
Build and maintain BI Publisher and OTBI reports, financial dashboards, and FRS statement layouts.
Leverage Oracle AI Agents and Intelligent Document Processing (IDP) for invoice automation, receipt matching, and expense audit within AP and Expenses modules.
Procurement Module Ownership — Hands-On Techno-FunctionalOwn and configure Self-Service Procurement, Purchasing, Sourcing, Supplier Portal, Supplier Qualification Management, and Procurement Contracts.
Drive supplier onboarding, sourcing automation (RFx, auctions), and contract compliance.
Align Fusion Procurement with adjacent platforms (e.g., Primavera Unifier for project tendering and commitments) and ensure clean data handoff between systems.
Implement approval hierarchies, document categories, and policy controls to enforce procurement governance.
Deploy AI-powered supplier risk scoring, smart sourcing recommendations, and spend-pattern analytics within Oracle Procurement Cloud.
Human Capital Management (HCM) Module Ownership — Hands-On Techno-FunctionalOwn and configure Core HR, Absence, Talent, Performance, Compensation, Payroll (or Payroll Interface to ADP/Mercans), and Workforce Management.
Write and maintain Fast Formulas for payroll rules, absence accruals, and eligibility criteria.
Build HCM Extracts, HDL templates, and HCM Spreadsheet Loaders for data migration and ongoing bulk operations.
Lead annual HR cycles in the system: merit, bonus, talent review, and performance calibration.
Manage WPS payroll compliance, gratuity calculations, and Emiratisation reporting.
Evaluate and deploy Oracle Fusion Generative AI features (AI Agents, Digital Assistant, OCI Generative AI integrations) in alignment with group data governance and UAE PDPL.Implement AI-assisted financial close, anomaly detection in GL/AP, and cash-flow forecasting via Oracle Fusion Analytics Warehouse (FAW) and Intelligent Performance Management.
Govern prompt engineering, model governance, and AI audit trails; ensure AI outputs are explainable and auditable for finance and HR regulatory purposes.
Collaborate with business stakeholders (CFO, CHRO, CPO) to identify AI use cases, define success metrics, and track value realised.
Technical Development & EnhancementsPersonally develop and oversee complex Oracle Integration Cloud (OIC) integrations with banks, MOHRE, DLD, tax authority, payroll bureaus, HR platforms, and third-party enterprise systems.
Architect and build VBCS / Application Composer extensions and Page Composer personalisation to meet business requirements without compromising upgrade paths.
Own FBDI (File-Based Data Import) and HDL (HCM Data Loader) templates; design bulk data migration and reconciliation frameworks.
Develop and maintain BIP reports, OTBI analyses, and Oracle Analytics Cloud (OAC) / FAWdashboards — including financial statements, HR analytics, and procurement KPI views.
Write and govern Fast Formulas for payroll, absence, and compensation rules.
Design and maintain REST and SOAP API integrations; publish and consume Oracle Fusion REST APIs for mobile apps, portals, and RPA bots.
Manage the Fusion security model end-to-end: role design, data security policies, SoD analysis (Risk Management / Advanced Controls), and privilege reviews.
Competencies Education: Bachelor's degree in Computer Science, Information Systems, Finance, or a related discipline; Master's / MBA preferred.
Oracle Cloud certifications in Financials, Procurement, or HCM (Implementation Specialist or higher) strongly preferred.
Oracle Integration Cloud (OIC) or Oracle Analytics Cloud certification is an advantage.CPA / ACCA / CMA, CIPS, or SHRM/CIPD certifications are an advantage.
Experience: 15+ years in enterprise applications, with at least 8 years on Oracle Cloud Fusion — covering all three pillars of Finance, Procurement, and HCM end-to-end.
Demonstrable hands-on techno-functional delivery: must be able to personally configure modules, write Fast Formulas, build FBDI/HDL templates, develop OIC integrations, and create BIP/OTBI reports — not solely a manager of others.
Track record of leading at least two full-cycle Fusion implementations or major upgrades from EBS / PeopleSoft / JD Edwards / SAP to Oracle Cloud.
Proven experience designing and delivering AI-enabled solutions within Oracle Fusion (IDP, AI Agents, Oracle Digital Assistant, FAW predictive analytics, or equivalent).
Experience managing multi-entity, multi-currency, multi-jurisdiction deployments (UAE / GCC preferred).
Demonstrated leadership of teams of 15+ across functional, technical, and partner resources.
Industry background in real estate, construction, hospitality, or large diversified groups is a strong plus.
