Program Manager of Facilities Planning

Pittsburgh Regional Transit is seeking a Program Manager of Facilities Planning to be responsible for the management of facilities planning projects for the Port Authority of Allegheny County d/b/a Pittsburgh Regional Transit (PRT). Advances the priorities of the Facilities Master Plan through site selection, conceptual design, supports funding strategy development, and supports project delivery with Engineering Department.

Assists the Director of Planning and Service Development with Departmental tasks, presentations, and community engagement. Responsible for leading inter-departmental teams to successfully complete projects.

Essential Functions

• Manages the daily activities of the Facilities Planning Program within the Department and oversees inter-departmental project teams. Establishes and aligns departmental and individual goals and objectives with corporate goals.
• Manages studies of major facilities projects with consultants, which include, but are not limited to, analysis of alternatives, environmental analysis, and administrative needs of carrying out work orders such as timelines, ensuring deliverables are met, and invoicing is accurate and timely.
• Manages the community engagement for facilities planning projects, in alignment with Agency values, in an inclusive and transparent manner.

Job Requirements

• High school diploma or GED.
• Bachelor's degree in planning, engineering, transportation, architecture, urban studies, public policy or related field from an accredited college or university. Related experience may substitute for education.
• Minimum five (5) years' experience in transportation planning or related field. No certifications or licenses required.
• One (1) year of supervisory experience which may be substituted by two (2) years of Project Management or team lead experience that included staff workload management and budget.
• Demonstrated ability to read engineering design documents and conceptual plans.
• Demonstrated ability to draft work plans and projects for internal staff or consultants to carry out.
• Demonstrated ability to effectively present planning project information to Senior-level audiences such as Senior Staff or the PRT’s Board, as well as community, stakeholder, and public meetings.
• Demonstrated ability in the use of modern office software such as the Microsoft Office package.
• Understanding of the principles of GIS, CAD, VisSim, and other transportation planning applications.
• Ability to prioritize multiple complex projects.
• Valid PA driver’s license must be obtained within 90 days of starting the position.

Preferred Attributes

• Master’s degree in planning, engineering, transportation, architecture, urban studies, public policy, or related field from an accredited college or university.
• AICP (American Institute of Certified Planners) Professional Certification.
• Knowledge of Allegheny County and the Pittsburgh region.
• Familiarity with Adobe Creative Suite applications.
