Role Overview

- Soft HCM Reporting Consultant provides highly advanced functional assistance and report development services for a statewide Enterprise Resource Planning (ERP) platform (People
- Soft HCM version 9.2). This role focuses on translating complex business requirements into technical specifications, creating custom reporting solutions using native People
- Soft tools (Query Manager, BI Publisher) and external platforms (SAP Business Objects), and ensuring data security, accessibility, and integrity across high-volume datasets.
Key Responsibilities
Reporting Development & Optimization
- Develop, modify, and maintain custom reports using native PeopleSoft tools, including Query Manager, BI Publisher (XML Publisher), and complex PS/Query expressions with advanced joins.
- Build, optimize, and support enterprise reports using external business intelligence platforms such as SAP Business Objects.
- Analyze complex PeopleSoft HCM data structures (table relationships, keys, effective-dating rules, and multi-row logic) to optimize SQL queries and improve runtime for high-volume datasets.
- Design, format, and maintain BI Publisher report templates, layouts, and bursting configurations in compliance with branding and web accessibility standards.
Functional Support & Application Modernization
- Translate business requirements into comprehensive technical specifications, creating report inventories, data dictionaries, and run instructions.
- Perform functional configurations and support design activities using delivered tools like Page and Field Configurator, Drop Zones, Event Mapping, and Page Composer.
- Provide Level 2 Service Desk support, delivering advanced troubleshooting, complex ticket resolution, and clear functional documentation in coordination with Tier 3 managed services.
- Work closely with functional analysts and business owners to gather data requirements, validate logic, and ensure data integrity.
Testing, Security, & Release Support
- Support reporting operations during system upgrades, PUM cycles, and patch releases through impact analysis, report remediation, and migration coordination.
- Design, execute, and document structured user acceptance testing (UAT) and regression testing to verify data accuracy and output integrity.
- Enforce system security and multi-tenancy requirements, ensuring all reports respect role-based and row-level data access policies.
- Align daily operations with ITIL frameworks, actively participating in disaster recovery exercises, Major Incident Management (MIM), and technical audits (such as SOC-1 attestation).
Required Qualifications
- 8 or more years of experience in public sector environments directly working for or supporting state government agencies.
- 8 or more years of experience developing and supporting reports for HR and Payroll modules in PeopleSoft HCM version 9.2.
- 8 or more years of experience analyzing PeopleSoft HCM data structures, including effective dating rules, table relationships, and multi-row logic to support complex enterprise-wide reporting.
- 8 or more years of experience designing, executing, and documenting structured UAT and regression testing for reporting impacts during upgrades, PUM cycles, or patch deployments.
- 8 or more years of experience developing cross-module reports that integrate data from HR, Payroll, Time & Labor, and Position Management.
- 8 or more years of experience preparing WCAG 2.1-compliant digital materials and reports for public distribution.
- 8 or more years of experience in data integration, data quality management, and standard software development life cycle (SDLC) methodologies.
- 8 or more years of experience interpreting contractual requirements and holding technology vendors accountable to service-level agreements.
- 8 or more years of experience aligned with state-level administrative and reporting policies.
- 3 or more years of experience providing central production and expansion functional support for a large-scale system spanning 100 or more agencies and multiple hub instances.
- 3 or more years of experience utilizing ITIL principles and practices for IT service management (ITSM).
Preferred Qualifications
- 4 or more years of experience participating in fiscal year-end processes, specifically relating to state-level reorganizational changes and legislative mandates.
- 4 or more years of experience performing customer-facing responsibilities to support central and hub agency system expansion efforts.
