Salary Range

$64,621 – $86,520 per yearSign‑On Bonus: $2,500 (eligible candidates only)Schedule: Monday‑Friday 8:00‑17:00, flexible hybrid with at least 2 onsite days per week.

About the Department

The North Carolina Department of Natural and Cultural Resources manages over 100 locations, including historic sites, museums, parks, and cultural programs. This role supports the Division of Human Resources in providing comprehensive HR services to the Arts, Administration and Library divisions.

Key Responsibilities

• Provide technical and consultative services to clients in functional areas such as policy interpretation, salary administration, recruitment/selection, benefits, time and leave, classification/job evaluation, employee relations, disciplinary actions and performance management.
• Supervise and act as a business partner in the creation and implementation of HR initiatives.
• Plan and implement process improvements that support the business direction and HR needs of supported divisions.
• Manage and serve on project teams as assigned.
• Act as an HR partner and member of executive leadership, supporting division initiatives.

Qualifications

• Bachelor’s degree in Human Resources or related field, or equivalent education and experience.
• At least four years of human‑resources experience with some HR‑lead experience.
• Demonstrated knowledge of HR principles and practices in at least two core HR areas (e.g., salary administration, time and leave, recruitment, benefits, organizational management, or classification/compensation).
• Experience with the OSC Integrated HR‑Payroll System.
• Experience managing and directing HR programs while supervising staff.
• Strong analytical and problem‑solving skills, and negotiation abilities.
