Responsibilities
- The Financial Specialist serves as a key personnel resource responsible for providing federal financial management, accounting, and budget analysis support.
- The candidate must be able to fluently read, write, speak, and understand the English language.
- Specific responsibilities include:
- Process, track, and report financial transactions using DHS financial systems, including the Federal Financial Management System (FFMS) and File
- OnQ/Webview
- Analyze complex financial data, prepare reconciliations, and generate accurate financial reports in compliance with federal requirements
- Support budget formulation, execution, and monitoring, including providing recommendations for resource allocation and financial planning
- Apply strong knowledge of federal financial regulations, OMB circulars, and DHS-specific financial policies and procedures
- Extract, manipulate, and interpret data from FFMS and File
- OnQ/Webview using MS Excel and other financial management tools
- Present and explain financial information, investment information, and financial plans clearly to senior leadership and stakeholders
- Apply familiarity with finance and statistical analysis software to support financial analysis activities
- Apply knowledge of INVEST, ACEIT, and Life Cycle Cost Estimates (LCCEs) to support financial planning and analysis
- Manage multiple priorities with strong attention to detail and organizational skills in a fast-paced environment
Requirements
Required
Bachelor's degree in Accounting, Finance, Business Administration, or a related field from an accredited universityMinimum three (3) years of relevant and recent progressive experience in federal financial management, accounting, or budget analysisMust be eligible to obtain DHS Public Trust security clearance.
Preferred
- Advanced degree or professional certification such as CPA or CGFMExperience within DHS or other federal agencies
- Expertise in using DHS financial systems, including FFMS and File
- OnQ/Webview, for processing, tracking, and reporting financial transactions
- Strong knowledge of federal financial regulations, OMB circulars, and DHS-specific financial policies and procedures
- Proven ability to analyze complex financial data, prepare reconciliations, and generate accurate financial reports in compliance with federal requirements
- Experience with budget formulation, execution, and monitoring, including the ability to provide recommendations for resource allocation and financial planning
- Proficiency in Microsoft Excel and other financial management tools, including ability to extract, manipulate, and interpret data from FFMS and File
- OnQ/Webview Excellent communication skills, with the ability to present financial information clearly to senior leadership and stakeholders Strong attention to detail, organizational skills, and ability to manage multiple priorities in a fast-paced environment Familiarity with finance and statistical analysis software Ability to present and explain investment information and financial plans Knowledge of INVEST, ACEIT, and LCCEs Proficiency in Microsoft Word, Excel, PowerPoint, and Outlook Ability to communicate effectively, both orally and in writing
