The HR Compliance Manager will provide enterprise‑wide oversight, governance, and advisory support for HR compliance, ethical standards, and responsible technology use.
This role is intentionally not aligned to a single location to maintain independence, objectivity, and consistency across all sites located in CA, MN, NY & PA. The ideal candidate for this role will demonstrate a high level of initiative and thrive in an environment requiring change management and continuous improvement.
Key Responsibilities
- Enterprise HR Compliance Oversight
- Serve as the HR compliance resource for process, procedure and governance that applies across all locations
- Monitor adherence to federal, state, and local employment laws and regulations
- Partner with Legal and HR leadership on compliance strategy and risk management
- Audits
- Lead I‑9 audits, corrective actions, and ongoing compliance monitoring
- Lead’s SMETA audit preparation process, remediation, and resolution in conjunction with the local HR Manager and Director of Plant Human Resources
- Conduct internal HR compliance audits
- Policy & Procedure Governance
- Develop, implement, maintain, and update HR policies and procedures in line with federal, state and local laws
- Ensure policies reflect current legal, regulatory, and ethical standards
- Drive consistent application of policies enterprise‑wide
- CA Law Compliance
- Develops processes and reporting to ensure CA meal/rest compliance, pay-timing and accurate leave tracking.
- Trains HR Managers on policy, procedure and forms compliance.
- Assess business impact and guide implementation of required changes
- Serve as a trusted resource to HR leaders on compliance interpretation
- Regulatory & Legal Monitoring
- Track legal and regulatory updates at the local, state, and federal levels and ensure required communications, postings, etc. are provided to employees
- Assess organizational impact and guide implementation of required changes
- Serve as a trusted resource to HR leaders on compliance interpretation
- Investigations, Hotline & Claims Management
- Oversee ethics hotline administration, intake, and case tracking
- Coordinate investigations and manage legal claim tracking and outcomes
- Identify trends and recommend preventative corrective actions
- Immigration & Work Authorization Compliance
- Monitor employment authorization compliance among all locations, partnering with HR managers to ensure their awareness of upcoming expirations and follow up action required
- Manage VISA and immigration status tracking
- Partner with internal stakeholders and external counsel as needed
- Reduce documentation and authorization‑related risks
- AI Governance, Workforce Enablement & Future‑of‑Work
Responsibilities
- Responsible AI & Technology Governance
- Lead development of HR policies and procedures governing appropriate AI usage
- Ensure compliance with emerging regulations related to AI, data privacy, and employment decision‑making
- Partner with Legal, IT, and HR leadership to define guardrails for ethical, compliant AI use
- Automation & Efficiency Enablement
- Partner with HR, IT, and Operations to identify routine, manual HR processes that can be streamlined or automated and lead the implementation of associated improvements
- Help define governance frameworks for shifting appropriate tasks to AI‑enabled tools while maintaining compliance, accuracy, and human oversight
- Support change management through documentation, training, and communication
Qualifications
- Bachelor’s degree in human resources, business administration, or a related field preferred; or equivalent experience required7-10+ years of progressive experience in HR, with a significant focus on compliance and employee relations.
- Professional certification (e.g., SHRM-SCP, PHR) strongly preferred
- Demonstrated experience in CA employment law compliance, HR audits and investigations, and policy development and enterprise rollout
- Demonstrated expertise with:
- Wage & hour compliance (meal/rest, pay timing)
- Leave laws (FMLA, CFRA, ADA, state/local leave programs)
- I 9 compliance and immigration regulations
- Experience leading:I‑9 audits and remediation programs
- Internal HR compliance audits
- Third-party/social responsibility audits (e.g., SMETA or similar frameworks)
- Strong intellectual curiosity and continuous learning mindset, with a track record of quickly understanding and adopting emerging technologies
- Ability to travel at least 20% of the time.
Skills
- Proven ability to identify, evaluate, and implement technology solutions that improve HR compliance, efficiency, and scalability
- Deep knowledge of federal, state, and local employment laws (with strong emphasis on California employment law)
- Strong understanding of PAGA exposure, enforcement trends, and risk mitigation strategies
- Ability to interpret legal requirements and translate into practical HR processes
- Strong root cause analysis and trend identification skills
- High attention to detail with strong documentation discipline
- Ability to recommend preventative, systemic solutions
- Ability to drive enterprise consistency across multi-site environments
