Program Manager - State Government Projects

This is a one-year contract position with the Department of Health and Human Services (DHHS) in the State of North Carolina. The role is hybrid, and candidates must currently reside in the Raleigh area.

The selected individual will work closely with the project sponsor and Project Portfolio Managers (PPMs) to identify and prioritize initiatives at the divisional level, developing and managing divisional roadmaps in collaboration with various teams.

Responsibilities

• Collaborate with project sponsors and PPMs to identify and prioritize divisional initiatives
• Develop and manage divisional roadmaps with cross-functional teams
• Create Business Cases and Cost Benefit analyses for program initiatives
• Obtain necessary approvals for project initiation
• Participate in constructing Statements of Work with relevant stakeholders
• Manage vendor onboarding processes
• Establish and implement a governance model for the program
• Identify requirements from teams and vendors
• Collaborate with program managers to identify project risks and opportunities
• Manage budget and funding channels to maximize productivity
• Track and present program details and progress to senior management
• Maintain clear communication with project managers and portfolio managers
• Manage resource allocations and expectations
• Collaborate with State DIT to ensure compliance with IT Roadmap and security requirements
• Present program status at various committee and executive meetings

Qualifications

• PMP/PgMP Certification
• Agile (PMI-ACP) Certification
• Experience managing legacy system replacement projects
• Experience collaborating with state and local governments
• Proven experience in complex, cross-functional team environments

Education Requirements

• Relevant degrees or certifications based on qualifications listed
