About the Role

The Human Resources Officer (Human Resource Manager) serves as the senior Human Resources leader at a Federal Bureau of Prisons correctional institution. This position is responsible for overseeing all HR operations, including workforce planning, recruitment, staffing, employee relations, labor relations, compensation, leave administration, and regulatory compliance.

The HR Officer partners with institutional leadership to ensure workforce needs are met while maintaining compliance with federal laws, Office of Personnel Management (OPM) regulations, Bureau of Prisons policies, and collective bargaining agreements. As a correctional institution employee, the incumbent also shares responsibility for maintaining institutional security.

Key Responsibilities

Workforce Planning & Staffing

• Develop immediate and long-term workforce planning strategies.
• Assess staffing requirements and recommend hiring solutions.
• Prepare and implement recruitment and staffing plans.
• Coordinate hiring activities with institutional leadership.
• Support organizational workforce planning initiatives.

Recruitment & Talent Acquisition

• Oversee all recruitment and staffing activities.
• Request and manage certificates of eligible candidates.
• Coordinate, schedule, and participate in candidate interviews.
• Administer BOP-HIRES recruitment processes.
• Prepare and process security clearance requests for new employees.
• Ensure timely and effective hiring procedures.

Compensation & Pay Administration

• Provide guidance on federal pay administration policies.
• Ensure accurate interpretation of compensation regulations.
• Advise management and employees regarding salary and pay-related matters.
• Maintain compliance with federal compensation policies.

Employee & Labor Relations

• Lead local labor-management negotiations.
• Interpret and apply labor agreements and HR policies.
• Advise management on employee relations matters.
• Support conflict resolution and workplace issue management.
• Foster productive relationships between employees and management.

Leave Administration

• Administer employee leave programs in accordance with applicable laws and regulations.
• Ensure fair and consistent application of leave policies.
• Provide guidance regarding leave eligibility and usage.
• Monitor compliance with federal leave requirements.

Compliance & HR Operations

• Ensure compliance with federal employment laws, Bureau of Prisons policies, and government regulations.
• Maintain accurate personnel documentation and HR records.
• Develop and implement HR policies and operational procedures.
• Support audits, inspections, and reporting requirements.

Institutional Security

• Perform correctional responsibilities as required.
• Support the overall security and safety of the correctional institution.
• Respond to institutional emergencies when necessary.
• Assist in maintaining secure correctional operations alongside all institution staff.

Required Qualifications

• Bachelor's degree in Human Resources, Business Administration, Public Administration, or a related field (or equivalent federal qualifications).
• Experience in Human Resources management, preferably within a federal or public sector environment.
• Knowledge of federal staffing, recruitment, and hiring regulations.
• Experience with workforce planning and staffing operations.
• Knowledge of federal pay administration policies.
• Experience in labor and employee relations.
• Strong understanding of leave administration and HR compliance.
• Excellent leadership, communication, and organizational skills.
• Ability to manage confidential employee information.
• Ability to work effectively in a correctional or secure government environment.
