Lead the People, Compliance, and Caregiver Operations That Keep Our Agency Strong
Fox Chase Home Care is seeking an experienced, bilingual HR & Compliance Manager to lead caregiver human resources, employee relations, compliance, onboarding, documentation, and workforce support.
This is a hands-on leadership role for a professional with prior home care agency experience, strong HR management skills, and the ability to supervise staff while maintaining compliance across a high-volume caregiver workforce.
The ideal candidate is organized, proactive, confident, and solution-focused. They must be able to manage competing priorities, address employee concerns, oversee compliance processes, coach team members, and ensure the department operates efficiently and consistently.
What You’ll DoHR Leadership and Department Management
- Lead and oversee the daily operations of the HR and Compliance Department
- Supervise, train, coach, and evaluate HR and compliance staff
- Delegate responsibilities and monitor department productivity
- Establish clear workflows, expectations, and accountability measures
- Conduct regular team meetings and provide ongoing guidance
- Identify performance concerns and implement corrective action when needed
- Support leadership with workforce planning, employee relations, and operational decisions
- Ensure HR policies and procedures are applied consistently across the agency
Caregiver Employee Relations
- Oversee employee relations for a large caregiver workforce
- Serve as an escalation point for complex caregiver concerns
- Address complaints, attendance concerns, performance issues, and workplace conflicts
- Conduct employee investigations and document findings accurately
- Provide coaching, counseling, and disciplinary action when appropriate
- Ensure employee concerns are handled professionally, confidentially, and consistently
- Partner with Scheduling, Payroll, Admissions, Compliance, and Operations to resolve caregiver concerns
- Develop strategies to improve caregiver engagement, satisfaction, and retention
Compliance and Credential Management
- Ensure caregiver files remain compliant with state regulations, payer requirements, and company policies
- Oversee credential tracking, including physicals, clearances, licenses, training, annual requirements, and other required documentation
- Maintain audit-ready employee files and accurate compliance records
- Monitor expiring documentation and ensure timely follow-up
- Conduct routine internal file audits
- Identify compliance gaps and implement corrective action plans
- Ensure compliance with EVV requirements and home care documentation standards
- Prepare the department for regulatory, payer, and internal audits
- Stay informed regarding changes in home care regulations and employment requirements
Hiring, Onboarding, and Orientation
- Oversee caregiver recruitment, hiring, onboarding, and orientation processes
- Ensure new hires meet all employment and compliance requirements before placement
- Review onboarding documentation for accuracy and completeness
- Improve onboarding workflows to reduce delays and increase caregiver readiness
- Support interview, screening, reference-check, and hiring processes
- Ensure new caregivers receive clear expectations, training, and support
- Monitor onboarding productivity and hiring goals
- Provide guidance to staff responsible for caregiver onboarding
Payroll and Workforce Support
- Oversee the resolution of caregiver payroll questions and discrepancies
- Work closely with Payroll, Scheduling, and Operations to investigate pay-related concerns
- Ensure employee records, rates, statuses, and documentation are accurate
- Support caregivers with paystub explanations and employment-related questions
- Identify recurring payroll or scheduling concerns and recommend process improvements
- Ensure issues are resolved promptly and documented properly
Policies, Procedures, and Reporting
- Develop, review, and update HR and compliance policies and procedures
- Ensure policies are communicated and enforced consistently
- Track department performance, caregiver compliance, turnover, onboarding, and employee relations trends
- Prepare regular reports for senior leadership
- Recommend strategies to reduce risk, improve compliance, and strengthen caregiver retention
- Maintain confidentiality of employee and agency information
- Support unemployment claims, hearings, investigations, and other employment matters as needed
Required Qualifications
- Bilingual in English and Spanish
- Minimum of 3 years of Human Resources experience
- Minimum of 2 years of HR leadership, supervisory, or management experience
- Prior experience working within a home care agency
- Strong understanding of caregiver compliance requirements and home care operations
- Experience supervising staff and managing department performance
- Experience handling employee relations, investigations, coaching, and disciplinary action
- Experience managing high-volume caregiver files and documentation
- Strong knowledge of onboarding, credential tracking, payroll support, and HR recordkeeping
- Excellent written and verbal communication skills in both English and Spanish
- Strong organizational, leadership, and problem-solving skills
- Ability to manage multiple priorities in a fast-paced environment
- Professional, dependable, confidential, and team-oriented
Preferred Qualifications
- Experience with HHAeXchange, EVV platforms, payroll systems, or HRIS systems
- Knowledge of Pennsylvania home care regulations
- Experience preparing for audits and corrective action plans
- Experience supporting unemployment claims and hearings
- Experience developing HR policies, training programs, or retention strategies
- Bachelor’s degree in Human Resources, Business Administration, Healthcare Administration, or a related field
- SHRM-CP, SHRM-SCP, PHR, or SPHR certification
