The Los Angeles County Metropolitan Transportation Authority (Metro) is seeking a seasoned, strategic leader to serve as Deputy Executive Officer, Project Management—a critical role driving some of the region’s most complex and high-impact transportation and infrastructure initiatives.

This is a unique opportunity to lead large-scale capital programs in one of the most dynamic and politically complex transportation environments in the country.

You will lead multidisciplinary teams, consultants, and contractors to successfully deliver major capital and infrastructure projects, with a strong emphasis on traffic management, transit engineering, and construction execution.

This role is ideal for a senior leader with deep technical expertise and real-world experience navigating the complexities of Los Angeles transportation systems and public-sector dynamics.

What You’ll Do

• Direct and oversee the successful delivery of large, complex capital projects and programs
• Lead and manage teams, consultants, and contractors to ensure projects meet scope, schedule, budget, and quality expectations
• Drive traffic management strategies and engineering solutions aligned with large-scale construction and transit initiatives
• Establish and monitor project goals, budgets, schedules, and performance metrics
• Oversee third-party coordination, stakeholder engagement, and public affairs activities
• Ensure compliance with local, state, and federal regulations, as well as Metro policies
• Provide executive-level updates to leadership, Board members, and external stakeholders
• Develop and implement policies, procedures, and operational standards
• Mentor, develop, and lead high-performing teams
• Navigate and manage complex stakeholder environments, including city agencies and public officials

Who You Are

You are a high-impact infrastructure leader with a strong blend of technical expertise, executive leadership, and political acumen.

Required Experience & Expertise

• Deep expertise in traffic management and transportation engineering
• Current or recent experience with a Department of Transportation (Los Angeles DOT highly preferred) or a similarly complex public agency
• OR Significant consulting experience delivering large/mega projects in the Los Angeles region, particularly in traffic management and transportation engineering
• Proven success leading large-scale capital or infrastructure projects
• At least 15 years of leadership experience, including managing senior teams and large programs
• Strong understanding of City of Los Angeles political, regulatory, and stakeholder landscape, and ability to effectively navigate it

Technical & Leadership Capabilities

• Expertise in transit engineering, construction management, and large-scale infrastructure delivery
• Strong command of contract management, budgeting, and program governance
• Exceptional ability to analyze complex problems and drive strategic solutions
• Executive-level communication and stakeholder management skills
• Ability to influence, negotiate, and build consensus across diverse groups

Minimum Qualifications

• Bachelor’s Degree in Engineering or related field (Master’s preferred)
• Significant senior-level experience in design and/or construction of major capital projects, ideally in mass transit
• Professional Engineer (PE) license and/or project/construction management certifications preferred

This is an at-will executive classification. The position requires the ability to travel to offsite locations as needed and to work in a typical office environment with regular computer use.
