As a Senior Programme Manager, you will lead agencies transformation initiatives spanning immigration, naturalisation, registration and records digital products.

You will play a key role in helping divisions identify, prioritise, and operationalise opportunities that improve processing efficiency, officer productivity, service delivery, and public-facing customer experience. This includes driving initiatives from problem discovery and opportunity shaping through implementation, adoption, and operationalisation.

You will work closely with multi-functional teams including agency's divisions, in-house product development team, and the outsourced development partner to align workstream delivery to achieve organisational transformation objectives.

At this level, you are expected to independently lead multiple complex workstreams, navigate ambiguity, influence stakeholders across divisions and partner agencies, and drive measurable transformation outcomes through strong programme management, stakeholder engagement, and change leadership.

The main changes made were replacing the references to Services Wing corporate functions with ICA's relevant service domains, swapping out the in-house product team reference for the actual team composition, and grounding the purpose of the role in the IPSES context. The tone and structure remain consistent with your original.

Craft & Execution

Problem Solving & Programme Delivery

• Lead and manage multiple digital transformation initiatives across agency’s digital services, translating broad organizational priorities into actionable programmes and implementation workstreams.
• Identify operational pain points, workflow inefficiencies, and business opportunities where Al, automation, or digital solutions can create measurable organisational impact.
• Drive end-to-end programme delivery from opportunity discovery and scoping through implementation, adoption, operationalisation, and continuous improvement.
• Develop high-quality programme artefacts including transformation roadmaps, business cases, implementation plans, impact assessments, adoption strategies, and senior management updates.
• Analyse operational data, user feedback, and organisational context to generate actionable insights and practical recommendations independently.
• Coordinate across business, operations, product, engineering, and technical teams to ensure timely delivery and alignment of outcomes.

Governance, Frameworks & Process Improvement

• Establish and improve programme management frameworks, governance processes, and operating rhythms to support effective transformation delivery.
• Identify and drive process improvement opportunities to enhance operational efficiency, collaboration, and programme outcomes across divisions.
• Ensure initiatives are aligned with organizational governance requirements, operational readiness considerations, and change management needs.
• Contribute to the development of reusable playbooks, templates, implementation approaches, and best practices for digital initiatives.

Stakeholder & Change Management

Stakeholder Engagement & Influence

• Build strong working relationships with stakeholders across agency’s divisions, cloud infrastructure and applications teams.
• Coordinate cross-functional teams, vendors, and implementation partners to align priorities, dependencies, and delivery outcomes.
• Communicate programme direction, implementation progress, risks, and outcomes clearly to stakeholders at different organizational levels.
• Drive stakeholder engagement, user adoption, and change management efforts to support successful implementation and sustained usage.
• Facilitate alignment across diverse stakeholdergroups with varying operational priorities, concerns, and perspectives.

• Support divisions in navigating organisational and operational changes arising digital transformation initiatives.
• Anticipate adoption barriers, implementation risks, and operational challenges, and proactively develop mitigation strategies.
• Promote a culture of experimentation, learning, and continuous improvement across teams and stakeholders.

Ownership & Strategic Alignment

Lead End-to-End Delivery

• Take full ownership of broad and ambiguously scoped transformation initiatives, ensuring successful delivery and operational outcomes.
• Independently manage multiple programmes and priorities concurrently while balancing strategic objectives, operational considerations, and organisational constraints.
• Exercise sound judgement in navigating trade-offs, risks, dependencies, and evolving business needs.
• Take calculated risks and apply implementation learnings to continuously improve programme effectiveness and delivery approaches.

Strategic Planning & Organisational Impact

• Translate organisational transformation priorities into actionable programme plans, implementation roadmaps, and measurable outcomes.
• Proactively identify opportunities for pain-points and improvements across agency’s digital services to improve operations and customer experience.
• Synthesise insights, implementation findings, and recommendations into clear strategic narratives connected to organisational impact and business value.
• Identify implementation risks, organizational dependencies, and operational considerations early, and drive mitigation actions proactively.

Cross-functional Collaboration & Team Contribution

• Foster strong collaboration across business, operational, product, and technical teams to support successful programme delivery and transformation outcomes.
• Constructively challenge existing processes and ways of working to improve organizational effectiveness and operational outcomes.
