Director of Finance And Operations

Ready to lead the finance function of one of the region's most significant infrastructure and energy projects?

We're partnering with a leading energy project company to appoint an exceptional Finance Director who will play a pivotal role in driving the financial strategy, governance, funding, and commercial performance of a landmark infrastructure project.

This is far more than a traditional finance leadership position. You'll be the trusted financial advisor to the Executive Managing Director, Board of Directors and Shareholders, ensuring the project's long-term financial success from construction through to operations

Key Responsibilities

• Lead the overall finance strategy, budgeting, forecasting and long-term financial planning for the business.
• Act as the principal finance advisor to executive leadership, the Board of Directors and Shareholders, providing high-quality financial insight and strategic recommendations.
• Oversee project finance activities, including lender relationships, debt drawdowns, covenant compliance and shareholder funding obligations.
• Manage treasury operations, cash flow, liquidity, debt servicing, banking relationships and foreign exchange exposure.
• Ensure accurate monthly, quarterly and annual financial reporting in accordance with IFRS, including IFRIC 12 service concession accounting.
• Lead budgeting, forecasting, financial modelling and performance analysis to support business decision-making.
• Provide commercial finance support across concession, EPC and O&M contracts, including change orders, claims and contract variations.
• Oversee construction finance, capital expenditure, EPC milestone payments and cost-to-complete reporting.
• Lead risk management activities relating to funding, liquidity, insurance, taxation and financial governance.
• Manage external audits, lender audits, regulatory reporting, Corporate Tax and VAT compliance.
• Develop and maintain strong financial controls, governance frameworks and internal policies.
• Lead, mentor and develop the finance team, fostering a high-performance culture and ensuring efficient finance operations.

Requirements

• Bachelor's degree in Finance, Accounting or a related discipline.
• MBA is a plus.
• Professional accounting qualification such as CA, CPA, ACCA or equivalent is essential.
• Minimum of 15 years' progressive finance experience, including at least 5 years in a senior finance leadership position.
• Demonstrated experience within project finance and large-scale infrastructure, utilities, power, renewable energy or Public-Private Partnership (PPP) projects.
• Strong knowledge of project financing structures, treasury management, financial modelling and corporate governance.
• Excellent understanding of IFRS, including IFRIC 12 service concession accounting.
• Strong knowledge of UAE Corporate Tax and VAT regulations.
• Proven experience managing lender relationships, financing agreements and complex funding structures.
• Experience presenting to Boards of Directors, Shareholders and executive stakeholders.
• Strong commercial acumen with the ability to influence strategic business decisions.
• Exceptional leadership, stakeholder management and communication skills.
