Project Manager / Estimator Overview

We are seeking an experienced Project Manager / Estimator to support commercial infrastructure projects, including traffic signals, roadway lighting, intelligent transportation systems (ITS), and related electrical construction work.

This role will be responsible for managing projects from the estimating phase through successful completion, including bid preparation, cost analysis, subcontractor/vendor coordination, scheduling, budgeting, and client communication.

The ideal candidate will have strong experience working with public agencies, municipalities, and transportation projects, with the ability to balance competitive estimating with maintaining project profitability. This position requires a proactive problem solver who can manage multiple priorities, build strong relationships, and collaborate effectively with internal teams, customers, subcontractors, and vendors.

Key Responsibilities

• Identify and pursue bid opportunities through public agencies, municipalities, and private organizations
• Perform detailed project takeoffs, cost estimating, and budget preparation
• Obtain and negotiate pricing from vendors and subcontractors
• Develop accurate project proposals while maintaining competitive margins
• Manage projects from award through completion, ensuring schedule, budget, quality, and safety goals are met
• Coordinate manpower, materials, equipment, and resources to support successful project execution
• Prepare and manage project documentation, submittals, schedules, and contract requirements
• Review project budgets, forecast costs, and identify opportunities to improve profitability
• Manage change orders, claims, and contractual requirements
• Build and maintain strong relationships with owners, engineers, subcontractors, and vendors
• Provide leadership and direction to project teams while supporting a collaborative work environment
• Ensure compliance with OSHA standards, project specifications, and safety requirements

Qualifications

• 5+ years of experience in Arizona DOT, traffic signal, roadway lighting, ITS installations, or related electrical infrastructure projects
• Experience managing projects from estimating through execution
• Strong understanding of construction planning, scheduling, procurement, and cost management
• Excellent communication, organizational, and problem-solving skills
• Ability to read and interpret plans, specifications, contracts, and government regulations
• Experience leading teams and coordinating with multiple stakeholders
• Proficiency with Microsoft Office and estimating software (HeavyBid experience preferred)
• Knowledge of OSHA standards and construction safety practices
• Strong written and verbal communication skills

Preferred Qualifications

• ATSSA Traffic Control Supervisor Certification
• IMSA Traffic Signal Technician Certification
