The Project Manager III (PM III) is responsible for the implementation of a series of phased projects in the area of major Collection System, Pump Stations, and Collections System Repair and Replacement (R&R) for the Wastewater Enterprise of the San Francisco Public Utilities Commission (SFPUC). These projects are part of SFPUC’s Wastewater Enterprise Capital Improvement Program (WWCIP).
The Project Manager III will oversee these projects and will direct staff for individual projects, including junior level project managers, project team members, and support personnel responsible for the various program/project elements.
Staff includes representatives from other City departments and within SFPUC organization: City Planning, Finance Division, Environmental Management Group, Engineering Management Bureau, Construction Management Bureau, Communications, Wastewater Engineering, Wastewater Operations, San Francisco Public Works, Municipal Transportation Agency, and outside agencies and consultants.
Within the Infrastructure Division management team structure, the PM III has: 1) responsibility for the successful completion of the projects in their program area; 2) authority to fulfill that responsibility; and 3) an obligation to maintain accountability for the overall management of the project(s). The Project Manager III represents the SFPUC in his or her interactions with stakeholders, with the intention of serving the best interests of all parties.
The Project Manager III derives authority from SFPUC Project Management Bureau Management and the SFPUC Senior Management at the Assistant General Manager’s level IIIand is responsible for performing all tasks necessary to complete the project(s). As the person responsible for the projects, and the focal point for the project work, the Project Manager determines what, where, when, with whom, and how all activities take place.
Project Management: Manage project budget, schedule, and scope.
Condition Assessment, Alternatives Analysis: Define the project needs, assess the conditions of all existing pertinent systems and identify feasible alternatives to address project needs.
a. Alternatives Evaluation: Evaluate various alternatives for meeting the project objectives based on designated evaluation criteria. Recommend the preferred alternative.
b. Prepare Conceptual Engineering Report: Prepare a report that specifies the 10% design level for the recommended alternative.
Environmental Review: Conduct required environmental studies and analyze and evaluate project alternatives. If necessary, prepare draft and final EIR and EIS for circulation and public hearings.
Engineering Design: Develop 100% construction documents (plans and specifications) for the project.
Bid and Contracting Support: Provide support to PUC Contracts group for bidding, bid analysis and the PUC award process.
Construction Management Support: Provide construction management support to oversee and facilitate project construction.
Operational Start-Up: Provide as-needed support to facilitate the operational start-up of any newly constructed facilities.
Close-out: Close-out the project finances and convey the pertinent documentation to the Operations staff.
The Project Manager III will perform other related duties as assigned.

Work Schedule: Flexible, Monday through Friday, (8 hours during core business 8am to 5pm)
