Business Analyst/ Senior Business Analyst, WINS PO

What the role is

MOM’s Work Pass Division is developing the Work Pass Integrated System (WINS), a large agile software development project that applies service design methods to create reliable, adaptive and simple services for MOM’s customers.

We are looking for officers who are passionate about modernising and making continuous improvements to MOM’s work pass systems to join MOM WINS Programme Office as Business Analyst (BA) or Senior Business Analyst (Senior BA).

What you will be working on

As a BA/Senior BA, you will be embedded in a product team and play a central role in bridging business needs with technical delivery. Your responsibilities will include:

a) Requirements and Process Design: You will gather, analyse, and document business requirements through workshops, interviews, and stakeholder engagements. This includes developing a thorough understanding of existing "as-is" workflows to identify inefficiencies and co-designing optimised "to-be" processes.

You will translate these requirements into clear user stories and acceptance criteria that keep product development aligned with business objectives.

b) Stakeholder and Vendor Management: You will serve as the primary liaison between non-technical business stakeholders (including senior management), IT engineering teams, and third-party vendors. This involves facilitating decision-making, managing competing priorities, communicating trade-offs clearly, and proposing practical implementation options.

c) Testing and Quality Assurance: You will define test cases, coordinate User Acceptance Testing (UAT), validate system outputs, and manage defect resolution in close collaboration with the technical team.

As an integral member of a product team, you will also:

• Provide timely input and clarifications to the development team before and during sprints to ensure shared understanding of requirements, and verify that completed features meet business intent
• Work with users to develop test scenarios and support UAT
• Support product showcases to management and channel continuous feedback from business stakeholders back to the development team
• Monitor post-production performance and track customer feedback to inform product iterations
• Lead After Action Reviews to surface learning points, identify issues, and drive corrective actions

What we are looking for

• At least 4 years of relevant experience across the following areas:

a) Requirements Gathering — Experience eliciting, analysing, and documenting business and functional requirements using techniques such as interviews, workshops, and surveys.

b) Stakeholder Management — Demonstrated ability to liaise between non-technical stakeholders, engineering teams, and vendors; facilitate decision-making; manage expectations; and communicate complex ideas to diverse audiences.

c) Process Improvement — Experience in business process modelling, analysis, and re-engineering, including applying process improvement methodologies to design optimised workflows in the context of system enhancements.

d) Testing and Quality Assurance — Experience defining test cases, coordinating UAT, validating system outputs, and managing defect resolution with technical teams.

e) Experience working with Large Language Models (LLMs) would be advantageous - Demonstrated understanding of how to integrate, govern, and prompt LLMs in a product or delivery context. This includes the ability to translate business problems into AI-ready requirements, and to design effective prompts that generate user stories, surface insights, or automate workflows.

• Strong written and verbal communication skills, including the ability to translate technical concepts for non-technical audiences and vice versa. You should be comfortable with making informed decisions on product direction and feature prioritisation, including pushing back on requests where necessary with clear and reasoned justification.
• Strong analytical skills — able to break down complex problems, identify patterns, and draw meaningful conclusions from diverse data sources — and ability to quickly pick up new domains, technologies, and methodologies as business needs evolve.
• Good interpersonal skills and the ability to manage relationships across a wide range of stakeholders (internal users, management, and vendors).
