Position Overview
Lumenor Consulting Group is seeking an experienced Pre-Construction Project Manager to support the planning and development of engineering and construction-related projects for a large transit organization.
The Pre-Construction Project Manager will work collaboratively with client stakeholders, internal departments, consultants, designers, and other project partners to define project requirements, develop scopes and implementation strategies, manage project documentation, and support successful project planning.
The ideal candidate will have a strong engineering background, at least 10 years of relevant experience, and demonstrated success supporting and managing public sector capital improvement projects in the transit industry. This position requires strong project management, analytical, communication, and stakeholder coordination skills.
Key Responsibilities
- Support project development and pre-construction activities from initiation through procurement and construction readiness.
- Lead the development of project charters, project statements, implementation plans, and other foundational project documents.
- Facilitate project prioritization efforts by evaluating project needs, risks, benefits, funding availability, and organizational objectives.
- Coordinate and facilitate stakeholder workshops, planning sessions, and decision-making meetings to establish project requirements and achieve consensus.
- Develop and manage project scopes of work (SOW), technical requirements, procurement documentation, and contract language.
- Collaborate with scheduling and estimating teams to develop project schedules, cost estimates, budgets, and Total Project Cost (TPC) forecasts.
- Perform data collection, information gathering, and quantitative analysis to support project planning and informed decision-making.
- Conduct cost analyses, evaluate alternatives, and provide recommendations to optimize project scope, budget, and delivery strategies.
- Lead and manage project meetings, including preparing agendas, documenting meeting minutes, tracking action items, and ensuring timely follow-up on commitments.
- Prepare executive briefings, presentations, reports, and supporting documentation for senior leadership and governance reviews.
- Coordinate closely with internal departments, consultants, designers, contractors, and other external stakeholders to ensure project objectives are achieved.
- Ensure project documentation is accurate, complete, organized, and maintained in accordance with established procedures and standards.
- Foster effective communication and collaboration among project team members, stakeholders, and leadership to promote successful project delivery.
- Monitor project performance and provide regular project status updates, including schedule, budget, risk, milestone, and overall progress reporting.
- Support risk identification, issue resolution, and change management activities throughout the project lifecycle.
- Perform other project management duties as assigned in support of client and organizational objectives.
Required Qualifications
- Bachelor's degree in Engineering.
- Minimum of 10 years of experience in design or process engineering, plant operations or start-up, field construction, or a related engineering environment.
- Equivalent combinations of relevant knowledge, experience, and/or an advanced degree may be considered.
- Previous project management experience primarily supporting engineering projects, with experience managing engineering/construction projects of smaller scale and complexity.
- Demonstrated experience with project planning, scope development, scheduling, budgeting, cost analysis, and project controls.
- Strong analytical, organizational, and problem-solving skills.
- Demonstrated ability to coordinate multiple stakeholders and work effectively across multidisciplinary project teams.
- Strong written and verbal communication skills.
- Ability to prepare and present project information, status reports, and recommendations to project stakeholders and senior leadership.
- Ability to manage multiple priorities and deliver high-quality work within established deadlines.
Preferred Qualifications
- Professional Engineer (PE) registration or other relevant professional registration or certification.
- Experience supporting engineering and construction projects through project development, pre-construction, procurement, and construction readiness in the transit industry.
- Experience developing scopes of work, procurement documentation, and technical requirements.
- Experience with project cost estimating, scheduling, budgeting, and Total Project Cost (TPC) forecasting.
- Experience preparing executive-level presentations, briefings, and governance documentation.
- Experience in a public sector environment
Work Environment
This position will operate on a hybrid work schedule, with a combination of remote and onsite work at the client offices in Hyattsville Maryland, and/or Alexandria, VA. The specific onsite reporting schedule is currently being finalized and will be confirmed.

Pay: $105,000.00 - $115,000.00 per year
