The Opportunity

A Network Delivery Manager at PiPiper has overall responsibility for the delivery of assigned projects, acting as our point of accountability for programme, scope, cost, and stakeholder outcomes.

This is a client-side role with delegated authority to manage contractors and third party stakeholders, approve works within agreed limits, and drive delivery performance. The Network Delivery Manager leads execution, controls change, and ensures delivery decisions are taken in a structured, governed way.

The role requires strong utility infrastructure delivery experience, contractor management capability, stakeholder engagement, and disciplined use of project management systems and controls.

What You'll Do

• Project Governance and Delivery
• Take full accountability for delivery outcomes on assigned projects.
• Establish and manage the project execution plan, programme, and key milestones.
• Coordinate internal teams, contractors, and third-party stakeholders.
• Ensure delivery aligns with approved scope, standards, and contractual obligations.
• Drive contractor performance against programme, quality, and commercial targets.
• Challenge delivery delays, resource constraints, and poor performance where required.
• Scope and Change Control
• Own the project scope and manage all scope changes.
• Ensure scope alignment across technical, engineering, and commercial functions.
• Review and approve variations in line with delegated authority.
• Ensure all changes are formally recorded, assessed, and controlled.
• Programme and Performance Management
• Monitor progress against programme and key milestones.
• Analyse delivery, commercial, and performance reports to identify trends and emerging risks.
• Implement corrective actions and recovery measures where performance falls behind plan.
• Chair project meetings and maintain clear decision and action registers.
• Report accurately on programme status, risks, forecasts, and delivery performance.
• Stakeholder and Interface Management
• Function as the day-to-day interface with contractors, state agencies, local authorities, and third-party stakeholders.
• Coordinate third party interfaces and dependencies.
• Manage stakeholder issues, constraints, and approvals affecting delivery.
• Escalate risks, issues, and decisions where required.
• Maintain effective communication across all project interfaces.
• Approvals and Delegated Authority
• Approve execution of works within delegated authority.
• Endorse completion and payment milestones, subject to technical and commercial certification.
• Ensure decisions are made at the correct level and properly recorded.
• Systems and Controls
• Support implementation and adoption of PiPiper’s management systems and project controls framework.
• Ensure contractors and delivery teams are using agreed systems and processes correctly.
• Use PiPiper’s management systems for Programme, HSEQ, Network, Reporting, and Document Control.
• Ensure project data is accurate, current, and audit-ready.
• Work within established governance, reporting, and assurance processes.

What You'll Bring

• Proven experience delivering utility infrastructure or civil projects.
• Strong understanding of contractor-led infrastructure delivery environments.
• Project Management qualification and methodology approach (PMP or equivalent).
• Strong understanding of project management systems, reporting, and controls.
• Experience operating in a client-side or principal role.
• Confident managing contractors, authorities, and complex interfaces.
• Structured, decisive, and comfortable holding accountability.

• Projects are delivered safely, within scope, on programme, within budget and to agreed quality.
• Contractors and third party stakeholders are coordinated and performing effectively.
• Delivery risks and negative trends are identified early and corrected quickly.
• Change is controlled and commercial exposure is protected.
• Issues are resolved proactively with minimal escalation.
• Project systems, governance, and reporting are consistently followed.
• Clear records, audit trails, and handover documentation are maintained.
