About the Role

Our client, a leading financial services organisation, is seeking a Manager, HR Operations Transformation Lead to drive the HR workstream for a large-scale Scheme of Transfer impacting approximately 2,000 employees in Singapore.

This is a hands-on delivery role covering end-to-end HR process execution, governance, risk/control alignment, stakeholder communications and reporting, ensuring transfers are completed accurately, on time, and in line with local regulatory and policy requirements.

Reporting to the Head of HR Operations (Singapore, ASEAN, Australia and NZ), this is a high-visibility role requiring strong project management discipline combined with deep HR operations expertise.

Key Responsibilities

Programme / Project Delivery

• Own day-to-day management of the HR workstream — plan, milestones, dependencies, RAID log and critical path
• Translate programme requirements into actionable HR deliverables (data readiness, documentation, system changes, communications, readiness checks)
• Lead governance routines (steering updates, project forums, action tracking)

HR Operations Execution

• Oversee end-to-end HR operational activities for transfer execution (data validation, contract/letter production, document controls, system updates, onboarding/offboarding transactions)
• Manage case resolution for employee movement queries within agreed SLAs
• Coordinate with GSC Offshore Delivery Service, Payroll, HRIT, RNF licensing and local HR Business Partners

Stakeholder & Communication Management

• Manage senior stakeholders across HR, Business, Legal, Finance, Risk/Compliance, IT and Payroll vendors
• Support employee-facing communications (FAQs, briefing packs, manager toolkits, escalation paths)

Controls, Compliance & Auditability

• Ensure compliance with Singapore employment practices, governance, data privacy and record retention requirements
• Maintain robust audit trails: approvals, change logs, exception management, reconciliation, sign-offs
• Partner with Risk/Controls teams on operational risk mitigation

Data, Reporting & Reconciliation

• Lead headcount and population reconciliation across systems
• Produce leadership dashboards: transfer volumes, completion status, exceptions, SLA performance, risk indicators

Continuous Improvement

• Identify process improvements (templates, automation, streamlined approvals)
• Capture lessons learned and embed into BAU HR operations and future playbooks

What We're Looking For

• Strong HR Operations background (employee lifecycle transactions, case management, HR service delivery, data quality and controls)
• Proven project management capability delivering complex people/process change (workplans, RAID, governance, reporting)
• Experience supporting large-scale employee movement / organisational change (transfer, migration, restructuring, integration), ideally at 1,000+ headcount scale
• Strong stakeholder management skills, able to influence HR and business leadership
• High attention to detail with strong data reconciliation and reporting capability (Excel/PowerPoint; HR systems reporting)
• Demonstrated control mindset — documentation, approvals, audit trails, operational risk management
• Familiarity with Singapore employment context (letters, benefits/payroll impacts, documentation standards)
• Exposure to HR systems such as SuccessFactors/ServiceNow (or similar) and HR shared services operating models
• Change management or communications planning experience
• Degree or equivalent experience in HR, Business, Operations, Project Management or similar
• Project management certification (PRINCE2, PMP, Agile) preferred
