We are seeking an experienced and highly motivated Quantity Surveying Manager to lead all project commercial, quantity surveying and invoicing activities across our projects. The successful candidate will be responsible for managing Bills of Quantities (BOQs), supporting contract administration, client and subcontractor valuations, change management, and ensuring maximum commercial recovery from projects.
The Quantity Surveying Manager will work closely with the Contracts Manager, Project Managers, Engineers, Procurement Team, and Finance Department to ensure accurate project timely invoicing, effective subcontractor management, and overall commercial success of the projects.
Key Responsibilities
- BOQ Management
- Review, develop, and maintain project BOQs throughout the project lifecycle.
- Verify quantities from drawings, specifications, and site measurements.
- Monitor actual quantities against budgeted quantities and identify variances.
- Prepare quantity take-offs for new projects, variations, and claims.
- Prepare periodic variation reports.
- Variation & Change Management Support
- Identify potential variations from design changes, site instructions, and client requests.
- Prepare detailed variation submissions with supporting documentation.
- Track and maintain variation registers for all projects.
- Ensure all changes are properly documented and approved.
- Client Valuation & Invoicing
- Prepare monthly progress valuations and invoices to clients.
- Verify work progress with project teams before invoicing.
- Ensure timely certification and payment approvals from consultants and clients.
- Follow up on payment certificates and outstanding receivables.
- Maximize project cash flow through accurate and timely billing.
- Subcontractor Management & Payments
- Evaluate subcontractor monthly payment applications.
- Verify quantities and completed work prior to certification.
- Support to contracts admins pertaining to subcontractor variations and claims.
- Monitor subcontractor commercial performance
- Contract Administration Support
- Support the Contracts Manager in all commercial and contractual matters.
- Ensure compliance with contractual obligations.
- Maintain contractual records and commercial correspondence for change management.
- Assist in preparing contractual notices and commercial communications.
- Claims & Dispute Management
- Assist in preparing claims for extension of time (EOT), disruption, prolongation costs, and additional payments.
- Compile supporting documentation for commercial claims.
- Evaluate claims received from subcontractors.
- Support dispute resolution and negotiation processes.
- Maintain records
- Reporting & Commercial Governance
- Prepare monthly commercial dashboards and management reports.
- Monitor project revenue, commitments, and forecasts.
- Present commercial updates to ACRM.
- Ensure accuracy and integrity of commercial records.
- Team Leadership
- Lead and mentor Quantity Surveyors and Commercial Engineers.
- Allocate responsibilities and monitor team performance.
- Develop commercial best practices and procedures.
- Ensure consistency in quantity surveying and invoice management processes across all projects.
Key Performance Indicators (KPIs)
- Accuracy of project BOQs and quantity take-offs.
- Timely submission of client invoices.
- Improvement of project cash flow.
- Successful submission and recovery of variation claims.
- Reduction of unapproved costs and commercial risks.
- Timely certification of subcontractor payments.

Required Qualifications
- Bachelor's Degree in Quantity Surveying, Civil Engineering, Construction Management, or related discipline.
- Professional certification such as MRICS, AIQS, CIOB, or equivalent is an advantage.
- Minimum 15 years of experience in quantity surveying and commercial management within construction, infrastructure, industrial, Oil and Gas EPC / EPCM projects.
- Experience managing BOQs, variations, claims, subcontract management, and client invoicing.
- Proficiency in Microsoft Excel, ERP systems, and quantity surveying tools.
- Strong communication, and analytical skills.
Preferred Experience
- 15- 20 Years of experience in UAE/GCC construction projects.
- Experience handling multiple projects simultaneously.
- Strong understanding of commercial contract administration and project controls.
- Experience working directly with Contracts Managers and Project Directors on commercial strategy and claim management.
