Senior Quantity Surveyor (MRICS / FRICS) - Multiple Opportunities (Pre- & Post-Contract)

We are seeking experienced and highly motivated Senior Quantity Surveyors (MRICS or FRICS) to join our growing Riyadh team. We have multiple opportunities available across both Pre-Contract and Post-Contract Cost Management disciplines, supporting major projects and programmes across a diverse range of sectors.

Depending on your experience and specialism, you will provide expert cost management, commercial, contractual, and advisory services throughout various stages of the project lifecycle.

These roles require commercially astute professionals capable of working independently, managing multiple workstreams, and delivering high-quality outputs with minimal supervision. The successful candidates will act as trusted advisors to our clients, providing strategic commercial guidance, cost control, risk management, procurement advice, and contract administration on large-scale and complex developments.

Candidates should possess strong consultancy experience, excellent stakeholder management skills, and a commitment to delivering exceptional client service and commercial outcomes.

Key Responsibilities

Pre-Contract Services

• Cost Planning & Estimating
• Establish the structure and format of cost plans and estimates.
• Prepare and develop cost plans throughout project design stages in accordance with RICS NRM standards.
• Produce concept-stage estimates using NRM1 and detailed design estimates using NRM2.
• Evaluate design options and alternatives from a commercial perspective.
• Perform benchmarking and cost analysis throughout the design process.
• Monitor cost implications of design developments against approved budgets.
• Reconcile design-stage cost variances and provide detailed reporting on cost movements.
• Prepare feasibility studies and order-of-cost estimates.
• Value Engineering & Cost Optimisation
• Lead and participate in value engineering workshops.
• Identify cost-saving opportunities while maintaining project objectives and quality standards.
• Assess cost implications of design changes and alternative solutions.
• Provide strategic commercial advice to project stakeholders.
• Procurement & Tendering
• Advise clients on procurement strategies and contract selection.
• Prepare tender documentation and tender pricing strategies.
• Develop pre-tender estimates and cost reports.
• Manage competitive tender processes, including tender clarifications and bidder engagement.
• Conduct structured tender evaluations and provide recommendations.
• Support contract negotiations and preparation of contract documentation.

Post-Contract Services

• Commercial & Contract Management
• Manage project cost control, forecasting, and cost-to-complete reporting.
• Administer contractor and subcontractor accounts, valuations, payments, and final accounts.
• Assess and negotiate variations, claims, and change orders in accordance with contractual requirements.
• Review payment applications and certify interim valuations.
• Provide commercial advice on contractual matters and dispute avoidance.
• Ensure effective contract administration in line with project contracts and company procedures.
• Support project close-out and final account agreement processes.
• Cost Reporting
• Prepare monthly commercial reports, cost forecasts, and cash flow analyses.
• Monitor budgets and identify potential cost overruns.
• Analyse cost variances and provide recommendations for corrective action.
• Maintain accurate project financial records and reporting systems.
• Manage commercial risks and opportunities throughout the project lifecycle.
• Risk Management
• Identify, assess, and mitigate commercial risks.
• Develop risk-based contingency strategies.
• Advise clients on financial exposure and potential commercial impacts.
• Support claims analysis and commercial dispute resolution.

Person Specification

The ideal candidate will demonstrate a positive proactive approach to the role, and will be committed to delivering customer service excellence, with good commercial results.

Qualifications

• Bachelor's Degree in Quantity Surveying, Commercial Management, Construction Economics, or a related discipline.
• MRICS or FRICS accreditation is mandatory.
• Additional professional qualifications or post-graduate studies would be advantageous.

Experience

• Minimum 8 years of Quantity Surveying experience, preferably within a consultancy environment.
• Demonstrated experience delivering large-scale and complex construction projects.
• Experience working within Saudi Arabia, the wider GCC, or the Middle East.
• Proven experience managing multiple stakeholders across multidisciplinary project teams.

• IT proficiency in industry-standard cost management, estimating, and reporting software.

Desirable

• Experience on large-scale international projects.
• Familiarity with RLB's Ross 5D cost management platform or similar cost management systems.
