Position Summary

Pulsomunicipal IT is seeking a talented and motivated Municipal Software Developer to join our team in Jeddah. The successful candidate will design, develop, implement, and maintain software applications that support municipal services, improve operational efficiency, and enhance the digital experience for government employees and citizens.

The ideal candidate is passionate about public sector technology, software engineering best practices, and building reliable enterprise applications.

Key Responsibilities

• Design, develop, test, and maintain municipal software applications and digital government platforms.
• Collaborate with business analysts, project managers, and municipal stakeholders to gather and translate requirements into technical solutions.
• Develop secure, scalable, and high-performance web and mobile applications.
• Integrate applications with GIS, ERP, payment gateways, document management systems, and other government platforms.
• Build and maintain APIs and system integrations.
• Troubleshoot software issues, perform debugging, and implement performance improvements.
• Ensure applications comply with cybersecurity, privacy, and government regulatory standards.
• Participate in code reviews and contribute to software architecture and technical documentation.
• Support application deployment, maintenance, upgrades, and user training.
• Stay informed about emerging technologies and recommend innovative solutions for municipal digital transformation.

Required Qualifications

• Bachelor's degree in Computer Science, Software Engineering, Information Technology, or a related field.
• 3+ years of professional software development experience (municipal or government sector experience is an advantage).
• Strong proficiency in one or more programming languages such as C#, Java, Python, or JavaScript.
• Experience with .NET, ASP.NET Core, Java Spring Boot, or similar enterprise frameworks.
• Experience with SQL Server, PostgreSQL, MySQL, or Oracle databases.
• Knowledge of RESTful APIs, microservices architecture, and cloud-based application development.
• Familiarity with Git and modern DevOps practices.
• Understanding of software security principles and secure coding standards.
• Excellent analytical, problem-solving, and communication skills.
• Ability to work effectively in a collaborative, multidisciplinary environment.

Preferred Qualifications

• Experience with GIS platforms such as ArcGIS or QGIS.
• Knowledge of smart city technologies and municipal information systems.
• Experience with cloud platforms such as Microsoft Azure or AWS.
• Familiarity with Agile/Scrum software development methodologies.
• Understanding of Arabic language is an advantage.
