Job Title: Project Engineer – ELV systems field execution projects (oil & gas)

Job Summary
We are seeking an experienced Project Engineer to manage and oversee multiple ELV major execution projects within ADNOC facilities. This role carries full project ownership similar to a Project Manager function and will serve as the primary focal point for the client.
The ideal candidate must have strong expertise in all aspects of ELV projects , including major cabling works (PAGA, CCTV, LAN). The role requires a strategic leader with the ability to build and lead a high-performing team while ensuring operational excellence.
The successful candidate must have strong hands-on experience in ELV projects, excellent leadership and coordination skills, and proven capability to deliver projects safely, on time, and within budget while complying with ADNOC HSE and quality standards.
ADNOC project experience is highly preferred for this role.
Key Responsibilities
Project Management & Client Coordination
- Manage all ongoing ELV projects across multiple ADNOC sites.
- Act as the single focal point of contact for the client on all project-related matters.
- Prepare and present detailed project plans, schedules, execution strategies, and resource plans to clients.
- Provide regular project progress updates to the client, including schedule status, milestones, risks, and mitigation actions.
- Attend and lead kick-off meetings, coordination meetings, progress review meetings, and close-out meetings.
- Conduct site surveys, technical assessments & Estimates , and feasibility studies as required.
- Prepare Minutes of Meeting (MoM) and ensure timely closure of action items.
Technical Expertise
- Major cabling and installation works (PAGA, CCTV, LAN, fiber optics).
- Mechanical works
- Welding & fabrication (piping, structural steel).
- Civil support works (duct banks, trenching, foundation works).
- Ensure full compliance with ADNOC regulations and UAE safety standards.
- Provide technical leadership and troubleshooting support as needed.
Planning & Documentation
- Develop and maintain project schedules using MS Project, including Gantt charts, milestones, and resource loading.
- Prepare, review, and manage all project documentation, including but not limited to:
- Method Statements
- Risk Assessments
- HSE Plans
- Quality Plans
- Work Procedures
- Mobilization documents
- As-built drawings and mark-up drawings
- Technical submittals and approvals
- Ensure full compliance with ADNOC HSE, quality standards, and project governance procedures.
Commercial & Tender Support
- Support the sales and tendering team by providing:
- Accurate man-day and manpower estimates
- Resource planning inputs
- Technical compliance documentation
- Cost and scheduling inputs for bids and proposals
- Participate in pre-bid meetings, technical clarifications, and client discussions when required.
Resource & Logistics Management
- Coordinate and guide project teams deployed across multiple locations and sites.
- Plan and arrange materials, tools, equipment, accessories, transportation, and site accommodation (where not provided by the client).
- Ensure timely mobilization in line with ADNOC approval processes, training, and certification requirements.
Team Leadership & Development
- Lead, mentor, and supervise engineers, supervisors, technicians, and site staff.
- Support the company in identifying, recruiting, and developing skilled technical resources for current and future projects.
- Build high-performing teams and promote a strong safety, quality, and accountability culture.
Financial & Contract Administration
- Track project progress against schedule and budget.
- Prepare and submit progress reports and milestone-based billing documentation.
- Manage project claims, variations, approvals, and payment follow-ups with clients.
- Monitor project cash flow, manage petty cash, and implement cost control measures.
Problem Solving & Project Control
- Proactively identify technical, operational, commercial, and schedule risks.
- Implement corrective and preventive actions to maintain project performance.
- Ensure effective project coordination, reporting, and continuous improvement.
Required Qualifications & Experience
- Bachelor’s Degree in Engineering (Electrical / Mechanical / Electronics / Instrumentation or related field).
- Minimum 5 years of relevant experience in ELV projects in similar roles.
- Mandatory proven experience working on ELV projects
- Strong knowledge of:
- ADNOC HSE and Quality procedures
- Mobilization processes and mandatory trainings
- Project planning and scheduling using MS Project
- Project documentation, approvals, and close-out processes
- Progress and milestone billing
- Cash flow management and cost control
- Team leadership and people management
Skills & Competencies
- Excellent project and stakeholder management skills
- Strong technical knowledge of ELV, Electrical, and Mechanical systems
- Proficiency in MS Project, MS Office, and project reporting tools

Job Types: Full-time, Permanent
Pay: AED7,000.00 - AED9,000.00 per month
