Tender Manager - Offshore Construction Services

Black & Grey HR is seeking a Tender Manager to support the growth of the client's offshore construction and subsea services business. The successful candidate will be responsible for managing the complete tender lifecycle, from opportunity assessment and bid strategy through proposal submission and commercial handover.

This role will work closely with engineering, operations, procurement, and commercial teams to develop competitive, compliant, and commercially sound proposals for offshore projects.

Responsibilities

1. Tender Strategy & Bid Management

• Own and manage the end-to-end tender process for offshore construction and subsea project opportunities
• Review client ITTs, scope documents, technical specifications, and commercial requirements to develop effective bid strategies
• Establish tender schedules, coordinate internal inputs, and ensure timely submission of high-quality proposals
• Manage bid clarifications, client queries, and tender revisions throughout the proposal lifecycle

2. Technical & Commercial Proposal Development

• Lead the preparation of technical and commercial proposals, ensuring alignment with client expectations and project requirements
• Coordinate inputs from engineering, operations, HSE, procurement, and project teams to develop comprehensive bid submissions
• Review project execution methodologies, resource requirements, and technical solutions for tender responses
• Ensure proposals demonstrate company capabilities, operational approach, and value proposition

3. Costing, Risk & Stakeholder Coordination

• Coordinate cost estimation activities including manpower, equipment, vessel requirements, subcontractors, logistics, and project resources
• Support commercial reviews, pricing strategies, and tender evaluations
• Identify key project risks, assumptions, exclusions, and mitigation measures during the bidding stage
• Maintain tender documentation, bid records, and lessons learned for future opportunities
• Work closely with leadership teams to support business development and strategic growth initiatives

Requirements- Bachelor’s degree in Engineering, Business Management, Commercial Management, or a related discipline

• 7+ years of experience in tendering, proposals, or commercial roles within offshore construction, subsea, marine, oil & gas, or EPC industries
• Proven experience managing complex technical and commercial bids from initial review to submission
• Strong understanding of offshore project execution, construction methodologies, and associated cost drivers
• Experience preparing proposals for offshore operators, EPC contractors, or energy sector clients
• Exposure to ADNOC projects or UAE offshore operations is highly desirable

Preferred Certifications

• Certifications in contracts, commercial management, project management, or proposal management are advantageous
• Offshore safety certifications (BOSIET/HUET) are beneficial for candidates supporting offshore project activities
