HR Executive (Recruitment and Onboarding)

About The Role

SMITECH is seeking a proactive HR Executive to support recruitment and onboarding for project staff and workers across our M&E construction and building maintenance projects. This role will work closely with Project Managers, site teams and HR to ensure manpower needs are filled on time, recruitment records are properly maintained, and new hires are onboarded smoothly.

Key Responsibilities

• Manage end-to-end recruitment for project staff and workers, including job posting, sourcing, screening, interview coordination, offer preparation and onboarding follow-up.
• Work closely with Project Managers and site teams to understand manpower requirements, hiring urgency, project deployment needs and replacement planning.
• Source candidates through JobStreet, MyCareersFuture, LinkedIn, referrals, schools, training providers and other approved channels.
• Maintain recruitment trackers, candidate status updates, interview notes and hiring records.
• Coordinate onboarding arrangements, including work passes application and renewals, employment documentation, HR forms, site reporting details, medical checks, training requirements and employee record updates.
• Support onboarding of local employees and foreign workers where applicable, including coordination with internal HR/work pass/admin teams.
• Ensure candidate and employee personal data is handled confidentially and only for proper HR purposes.
• Support HR operations and ad hoc manpower reports when required.

Requirements

• Diploma or Degree in Human Resource Management, Business Administration or related discipline.
• Preferably 2–4 years of HR, recruitment or onboarding experience.
• Experience in construction, M&E, facilities management, engineering, project manpower or worker recruitment will be an advantage.
• Familiar with recruitment platforms such as JobStreet, MyCareersFuture and LinkedIn.
• Good understanding of Singapore recruitment practices, fair hiring principles and basic HR documentation.
• Strong coordination skills with the ability to work with project managers, site teams, workers and candidates from diverse backgrounds.
• Detail-oriented, organised and comfortable maintaining trackers, records and HRIS/Excel files.
• Able to work in a fast-paced project environment and follow through on multiple hiring requirements.
