Job Overview
We are a reputable real estate development enterprise focusing on high-quality residential, commercial and urban renewal projects in Hong Kong. To support the rapid development of our ongoing and upcoming landmark projects, we are now recruiting an experienced Director of Cost & Procurement to lead the overall cost management, procurement strategy and supply chain management of Hong Kong regional projects.
Reporting directly to the Regional General Manager, this senior leadership role will take full ownership of project cost control, budget formulation, tender management, vendor development and procurement risk control throughout the entire project lifecycle, ensuring all projects are delivered within budget, on schedule and in compliance with Hong Kong construction regulations and group management standards.
Key Responsibilities
- Overall Cost Management & Budget Control
- Lead the full-cycle cost management for Hong Kong real estate projects, including preliminary investment estimation, project budgeting, cost review, dynamic cost tracking and final settlement auditing.
- Formulate scientific cost control strategies tailored to Hong Kong’s construction market characteristics, monitor project cost variations in real time, analyze deviation causes, and propose effective optimization solutions to avoid cost overruns.
- Review project design schemes, construction drawings and change orders from a cost perspective, provide professional cost optimization suggestions for design optimization, engineering alteration and visa management, and maximize project economic benefits.
- Responsible for the final cost settlement, account checking and audit work of completed projects, sort out cost data and establish a complete project cost database for Hong Kong regional projects.
- Strategic Procurement & Tender Management
- Formulate and implement regional procurement strategies, establish standardized procurement management systems and processes suitable for Hong Kong construction and real estate development scenarios, covering engineering construction, material equipment, professional service outsourcing and other categories.
- Take charge of the overall management of project tendering and bidding work, including tender document compilation, bidder qualification review, bid evaluation organization, negotiation and bidding result confirmation, ensuring the whole process is open, fair, transparent and compliant.
- Lead the price negotiation and contract clause negotiation with construction contractors, material suppliers and professional consulting institutions, control procurement costs and contract risks, and sign standardized procurement and engineering contracts.
- Vendor & Supply Chain Management
- Develop, evaluate and optimize the Hong Kong regional supplier and contractor resource pool, conduct regular qualification assessment, performance appraisal and credit rating of cooperative units, and eliminate low-quality suppliers to build a high-quality, stable supply chain system.
- Maintain long-term stable cooperative relationships with local Hong Kong construction suppliers, engineering teams and industry institutions, keep abreast of the latest market prices, material specifications and construction industry trends in Hong Kong, and continuously optimize procurement resource allocation.
- Team Management & System Optimization
- Lead and manage the regional cost and procurement team, formulate team work plans, conduct daily work arrangement, performance assessment and professional training, and improve the overall professional competence and execution of the team.
- Optimize the internal cost control and procurement management process, sort out management loopholes, establish standardized working guidelines and risk prevention mechanisms, and improve the efficiency and standardization of departmental work.
- Coordinate and cooperate with project development, engineering construction, design, finance and other departments, actively solve cost and procurement problems in project construction, and ensure the smooth progress of project construction and delivery.
- Compliance & Risk Control
- Ensure all cost accounting, procurement operations and tendering activities fully comply with Hong Kong’s construction laws, industry regulations and group internal management systems, and strictly prevent compliance risks, economic risks and disciplinary risks.
- Establish a sound risk early warning mechanism for cost fluctuation and procurement exceptions, respond to market price fluctuations and emergency situations in a timely manner, and ensure the stability of project cost and procurement work.
Job Requirements
- Educational Background
Bachelor’s degree or above in Civil Engineering, Project Cost, Engineering Management, Procurement Management or related majors; professional cost engineer certification is preferred.
- Work Experience
- More than 10 years of working experience in real estate cost and procurement management, with no less than 5 years of senior management experience in cost/procurement director positions.
- Rich Hong Kong local real estate/construction project experience is mandatory, familiar with Hong Kong construction market pricing system, engineering quota standards, tendering rules, contract systems and relevant industry regulatory policies.
- Experienced in managing large-scale residential, commercial or urban renewal projects in Hong Kong, with successful track records of full-cycle cost control and large-volume procurement management.
- Professional Competencies
- Profound professional knowledge of engineering cost, proficient in Hong Kong project cost calculation, budget compilation, settlement audit and engineering change management.
- Familiar with the operation mode of Hong Kong construction supply chain, master local supplier resources, and possess strong procurement negotiation, resource integration and cost optimization capabilities.
- Familiar with Hong Kong building ordinances, construction industry regulations and real estate project operation processes, able to independently formulate regional cost and procurement management systems and strategies.
- Excellent data analysis, cost forecasting and risk judgment capabilities, able to accurately control project dynamic costs and effectively resolve various procurement and cost management problems.
- Language & Soft Skills
- Fluent inEnglish (written & oral) and Cantonese, proficient in Mandarin; able to conduct independent business negotiation and professional report writing in English.
- Strong team leadership, cross-departmental coordination ability, pressure resistance and strategic thinking, with rigorous work logic and high management execution.
- High professional integrity, strong sense of responsibility and team awareness, able to adapt to Hong Kong local work culture and project work rhythm.
