Contract Manager (2-Year Contract) - Intermediaries [Ref.: SFC/CM/INT/IS/260717]

Intermediaries Division is seeking a high calibre candidate to join as a Manager to support its supervisory and technology-driven initiatives in the rapidly evolving digital asset sector.

You will be part of a dynamic team at the forefront of digital asset supervision, regulatory innovation and technology transformation.

The role offers a unique opportunity to work at the intersection of regulation, technology and financial markets, supporting initiatives involving data analytics, transaction monitoring and emerging technologies while contributing to the development of Hong Kong's digital asset regulatory framework.

Duties & Responsibilities

• • Support the development and implementation of technology-enabled supervisory solutions relating to digital asset markets.
• Work closely with internal stakeholders, technology teams and external service providers to support supervisory technology initiatives.
• Support the rollout and ongoing operation of supervisory platforms, including user onboarding, issue management, operational governance and continuous improvement.
• Analyse system-generated information, data trends and risk indicators to identify potential supervisory concerns and areas requiring further review.
• Contribute to requirements gathering, functional design, user acceptance testing and implementation activities to ensure technology solutions meet supervisory objectives.
• Assist in developing operating procedures, control frameworks and governance processes to support operational resilience.
• Monitor developments in virtual assets, blockchain technology, digital asset markets and emerging technologies, and assess their implications for regulatory supervision.
• Prepare management reports, project updates and briefing materials, and contribute to supervisory and policy initiatives relating to digital asset activities.

Requirements

• At least 5 years of industry experience in financial services, consulting, operational and technology risk control, technology implementation or related areas.
• Experience in technology implementation, business analysis, project management or operational support.
• Familiarity with data analytics, transaction monitoring or risk management systems.
• Strong analytical and problem-solving skills.
• Excellent ability to communicate with technical and non-technical stakeholders.
• Well organised and able to manage multiple assignments concurrently.

Desirable Background

• Practical experience relating to digital assets, blockchain technology or financial market infrastructure.
• Experience with regulatory technology or risk management platforms.
• Experience working with external vendors and technology teams.
• Knowledge of SFC rules and regulations applicable to intermediaries.
