Brief Job Description
HHSC Procurement and Contracting Services (PCS) is looking for a candidate for the Purchaser III position.
The Purchaser III is a journey-level procurement position that performs purchasing and procurement work involving purchasing and procuring goods and services in accordance with procurement policies, procedures, guides, and state laws. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.
Telework availability is subject to agency policy and procedure.
Essential Job Functions (EJFs)
Attends work on a regular and predictable schedule in accordance with agency leave policy.
(15%) Reviews assigned requisitions and enters required information in procurement system of records while using status reports to monitor progress and ensure deadlines are met.
(15%) Assists with procurements using the most applicable and cost-effective purchasing methods based on laws, rules, policies and established guidelines.
(15%) Maintains timely compliance by uploading complete procurement files to system of records and responding promptly to quality reviews or audits.
(15%) Identifies bidders, evaluates information supplied by bidders, and tabulates bids and orders to determine lowest and most qualified bids or bids that provide best value.
(15%) Utilizes system reports to monitor and achieve volume targets and maintains all required documentation supporting transactions.
(10%) Collaborates with warehouse, accounting, and agency staff on purchase order issues, responds to communications within required timelines, and may provide guidance on purchasing policies and procedures.
(10%) Delivers excellent customer service in alignment with the PCS Core Customer Service Principles by being responsive, transparent, courteous, consistent, resourceful, and committed to continuous improvement.
(5%) Performs other duties as assigned, such as participating in procurement related workgroups, events, and special projects. Provides support for the agency’s disaster response and recovery and Business Continuity Plan activation. Completes agency required training, within required timeline.
Knowledge, Skills And Abilities (KSAs)
Working knowledge of state and federal laws and regulations governing state purchasing and systems such as HHS’s Centralized Accounting and Payroll/Personnel System (CAPPS) Financials and System of Contract Operation and Reporting (SCOR).
Working knowledge of purchasing and procurement methods and procedures.
Working knowledge of state of Texas procurement principles and practices, assigned commodities and products on the open market, and supply sources.
Skill in the use of computer and applicable software.
Skill in problem solving, including asking appropriate questions and identifying resources to obtain necessary information.
Ability to logically assemble and evaluate information.
Ability to maintain a system of required record keeping.
Ability to communicate clearly, both verbally and in writing.
Ability to schedule, prioritize, monitor and complete multiple assignments timely.
Ability to work effectively independently and as part of a team.
Ability to act in a sound, logical, proactive and appropriate manner based on well thought out analysis of situations or problems.
Must be detail oriented.
Registrations, Licensure Requirements Or Certifications
Certified Texas Contract Developer (CTCD) must be obtained within 6 months of hire.
Initial Screening Criteria
Graduation from high school or equivalent. A minimum of 6 months of purchasing, administrative support or customer service or related experience.
