Position Summary

The Assistant Director Facilities Project Management leads the execution of complex healthcare facilities and capital projects, providing senior-level project management, technical leadership, and operational oversight throughout the project lifecycle.

This role plans and delivers large-scale capital initiatives across clinical, research, academic, and administrative settings, ensuring projects are completed on time and within budget, with minimal disruption to operations.

The position oversees budgeting, forecasting, contract administration, vendor coordination, risk mitigation, and regulatory compliance while aligning projects with institutional priorities, governance requirements, and capital planning goals. The Assistant Director Facilities Project Management also leads cross-functional teams and works closely with stakeholders and leadership to ensure successful project delivery.

Position Key Accountabilities

• Serves as the lead for complex healthcare facilities and capital projects, providing strategic direction and oversight across the project lifecycle.
• Leads the planning, coordination, and execution of large-scale facilities and capital initiatives across clinical, research, and administrative settings.
• Ensures projects are delivered with minimal operational disruption and in alignment with institutional priorities.
• Oversees project financials, including cost estimating, budgeting, forecasting, and change management.
• Establishes and monitors performance metrics, identifies risks proactively, and implements mitigation strategies.
• Provides executive oversight of contracts and vendor performance to ensure compliance with terms, regulations, and quality standards.
• Manages and negotiates complex relationships with consultants, contractors, and vendors to optimize costs and project outcomes.
• Develops and implements contractual and financial strategies with Facilities leadership to maximize resources.
• Serves as a key advisor to leadership on project strategy, phasing, infection control, and capital planning.
• Ensures compliance with UTHealth Houston policies and regulatory requirements, leads approval coordination with executive leadership and external agencies, and drives continuous improvement in project management practices.
• Manages Human Resources activities of department in regards to: recruiting and selection, hiring and termination, training, professional development, mentoring, counseling, performance evaluations, and salary planning.
• Performs other duties as assigned.

Certification/Skills

• Expertise in project management and financial oversight, including planning, budgeting, forecasting, and delivery of complex capital projects.
• Strong contract management and negotiation skills, with the ability to manage vendors and ensure compliance with contractual and quality standards.
• Ability to lead cross-functional teams and influence stakeholders, including executive leadership, while managing risk and driving project outcomes.
• Strategic thinking, communication, and continuous improvement skills, with the ability to align projects to institutional goals and enhance processes in accordance with UTHealth Houston standards.
• Work may involve handling biohazardous, chemical, and radiological materials, as well as operating associated equipment. Required safety training and appropriate engineering and administrative controls including the use of personal protective equipment must be followed.
• Project Management Professional (PMP) by Project Management Institute (PMI) preferred

Minimum Education

Bachelor's Degree in engineering, architecture, construction management, construction science, or related field required

Minimum Experience

6 years of experience in project/construction management-related activities, including project management, budgeting, and documentation required

Physical Requirements

Exerts up to 20 pounds of force occasionally and/or up to 10 pounds frequently and/or a negligible amount constantly to move objects.

Security Sensitive

This position is a security-sensitive position pursuant to Texas Education Code §51.215 and Texas Government Code §411.094. To the extent that a position requires the holder to research, work on, or have access to critical infrastructure as defined in Texas Business and Commerce Code §117.001(2), the ability to maintain the security or integrity of the infrastructure is a minimum qualification to be hired for and to continue to be employed in that position.
