Hydria is seeking an experienced Senior HSE & Compliance Manager to lead health, safety, environmental, and regulatory compliance programs across manufacturing, fabrication, testing, and field operations.
This is a high-impact leadership role for a safety-focused professional with deep industrial experience, strong regulatory knowledge, and the ability to drive a proactive safety culture in a high-pressure vessel manufacturing environment.
Key Responsibilities
In this role, you will lead companywide HSE strategy, strengthen compliance programs, reduce operational risk, and partner closely with Operations, Engineering, Quality, and Leadership to support safe, efficient, and compliant operations.
- Lead and continuously improve HSE policies, procedures, management systems, KPIs, and safety initiatives.
- Ensure compliance with OSHA, EPA, DOT, ASME, NBIC, and applicable state/local regulations while serving as a liaison with regulatory agencies, external auditors, and AHJs.
- Develop and maintain core compliance programs including LOTO, confined space, hot work, respiratory protection, fall protection, industrial hygiene, hazard communication, powered industrial trucks, hearing conservation, hazardous waste, and process safety.
- Lead risk assessments, JHAs, PHAs, HAZOPs, and site safety surveys for fabrication, welding/cutting, hydrostatic and pneumatic testing, lifting/rigging, coating/blasting, chemical handling, and field operations.
- Develop practical controls for high-hazard work, stored energy risks, pressure relief systems, and testing operations.
- Lead incident, near-miss, property damage, and environmental investigations using root cause analysis; track corrective actions through completion.
- Manage environmental compliance programs including air emissions, stormwater, waste disposal, hazardous materials, spill prevention, permits, reporting, audits, and inspections.
- Develop and deliver HSE training, maintain required regulatory training, coach leaders on safety responsibilities, and support employee onboarding.
- Support facility inspections, compliance audits, third-party/customer HSE assessments, emergency response planning, drills, and continuous improvement initiatives.
Qualifications
Required
- Bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering, Industrial Technology, or a related field.
- 10+ years of progressive HSE experience in heavy manufacturing, industrial construction, pressure vessel fabrication, or a related industrial environment.
- 5+ years of leadership or management experience.
- Strong working knowledge of OSHA regulations, industrial safety management systems, incident investigation, root cause analysis, and HSE program implementation.
- Hands-on experience in fabrication shops, welding operations, and manufacturing facilities.
- Strong communication, training, leadership, analytical, organizational, and problem-solving skills.
- Bilingual English/Spanish preferred or required based on business needs.
Preferred
- Experience in high-pressure vessel manufacturing.
- Familiarity with ASME Section VIII, ASME BPVC, National Board requirements, and pressure testing operations.
- CSP, OHST, CIH, ISO 14001/45001 implementation, Lean Manufacturing, or continuous improvement experience.
Knowledge, Skills & Abilities
- Advanced knowledge of OSHA standards, regulatory requirements, industrial safety systems, pressure testing hazards, stored energy risks, and risk assessment methodologies.
- Ability to interpret technical engineering and fabrication documents, influence all levels of the organization, and manage multiple priorities in a fast-paced manufacturing environment.
- Proficiency with HSE reporting systems and Microsoft Office applications.
Key Performance Indicators (KPIs)
- Monitor and improve key HSE metrics including TRIR, LTIR, near-miss participation, corrective action closure, audit scores, training completion, environmental compliance, high-risk findings, and workers' compensation cost reduction.
Physical Requirements
- Ability to walk manufacturing facilities and outdoor work areas.
- Ability to climb stairs, ladders, and access elevated platforms.
- Occasional lifting of up to 25 pounds.
- Ability to wear required PPE, including hard hat, safety glasses, hearing protection, respirators, and steel-toed footwear.
- Ability to work in fabrication, welding, testing, and industrial manufacturing environments.
