(Sr.) Site HSE Manager — ALES ASIA (Taichung Science Park)

ALES ASIA was founded in Taiwan in 2006. Our factory is located in the Taichung Science Park in Taiwan and it has class 1000 and 100 cleanroom (192 m2) and ISO 9001 certificates. We provide gas delivery equipment and related services to industries worldwide, including semiconductor foundries, LCD, LED, Solar, labs and institutes.

You will assist and advise the Site Manager on all HSES issues on site, and regularly update the SA team, project team, and HSES team on the performance status of the site HSES management system. From the start of site activities until hand-over of the plant, you will coordinate all site HSES efforts and activities and represent E&C towards customers, partners and subcontractors on HSES matters.

You may lead and guide a team of HSES engineers where required; any nomination for a particular project must comply with local legal requirements.

Take part in the bidding process of subcontractor collection related to the HSES portion. You will establish and continually improve the HSES Management System, including HSES Plan, Emergency Response Plan, Security Plan and related documents.

Ensure that specific construction plans (excavation, scaffolding, lifting etc.) are prepared and validated before activities start, and that subcontractors' HSES management systems are established as per E&C China HSES management system.

You will be responsible for ensuring that site HSES management policy, plans and procedures are implemented effectively and are suitable for their intended purposes. Prepare HSES training plans and ensure effective execution. Prepare JHA and EAI before starting site activities and update them regularly. Visualize high-risk activities, develop mitigation plans and follow up until closure.

Coordinate site HSES systematic activities such as HSES meetings, inspections and internal audits based on the site HSES plan, and ensure the permit to work procedure is understood and implemented by all site personnel.

Typical tasks and interactions will include

Interviewing HSES personnel across parties and key positions in subcontractor organizations (project manager, site manager, etc.) to ensure required competency is matched.
Advising on improvement guidelines for the site HSES Management System and ensuring improvements are implemented and communicated to all employees on site.
Ensuring all sublet contractors in the general contractor organization are properly identified and qualified as per requirements, and that the overall HSES management system is implemented across those sublet contractors.
Ensuring regulatory requirements of occupational health are fully deployed by all parties on site.
Reporting site HSES performance and relevant issues to the QHSES, IRM and Operations department.
Coordinating investigations of site accidents and incidents and evaluating investigation results; preparing post-project HSES appraisal for subcontractors.

Who we are looking for

Education: University Degree on Bachelor Level in Technical Field.
Training & Certificate: HSES-related certificate & training courses in HSES field.
Working Experience: 10 years of professional experience in the Chemical Industry.
Language: Proficiency in English and Chinese (speaking, reading and writing).
Knowledge & Know-how: Ability to communicate with overseas experts and good interpersonal communication skills.
Others: Willingness to travel domestically and internationally.
